President City of Orange-Water Division Page 11 2026 Annual Pipeline Renewal Project Docusgn Envelope ID:D2659B98-8353-8603-8280-7C5ACE62BCB7 j/i PROJECT OVERVIEW The Water Division of Public Works plans to replace existing main water lines in the City's distribution system during the current fiscal year. Field surveys are needed for use by City staff to design the water improvements. The limits of the proposed survey, expanded from the original RFP by way of emailed information received from the City on February 3, 2026, include a total of approximately 18,000 linear feet of street at four (4) separate locations. SCOPE OF SERVICES Topographic Survey Truxaw and Associates will perform research, topographic field surveys and prepare base plans with centerline profiles of the requested areas as shown on the attached survey limit exhibits. As stated in the Request for Proposal, the survey will be prepared as follows: All surface topography within the project limits will be field surveyed and plotted in AutoCAD. The survey limits will generally extend from property line to property line with street segments generally beginning and ending at B.C.R.'s and typically will include the street intersections as shown on the attached survey limit exhibits. Elevations will be obtained along all street centerlines, top of curb, B.C.R.'s, E.C.R.'s and any existing E.C.'s or B.C.'s. at 100-foot intervals. Elevations will be obtained at all sewer and storm drain manhole rims, water valve covers and catch basin inverts. Survey points will be separated by layer such that centerline, top of curb, utility and other features can be selectively turned off. Survey horizontal control will be tied to California State Plane Coordinate System, Zone VI referenced to the North American Datum of 1983 (NAD 83), 2011 adjustment (FIPS: 0406; WKID: 6426). Vertical control to be based on Orange County benchmark datum (NAVD 88). Base plans will be prepared in AutoCAD format in US Feet / English units compatible with City software requirements at 20-scale with a vertical scale of 1" = 2' for centerline profiles and using the City of Orange symbols library unless otherwise approved by the City's project manager. Each street plan will be a separate layout of the submitted AutoCAD base drawing file. All street right-of-way and intersecting parcel property lines will be plotted from record information derived from available Assessor's Parcel Maps and subdivision maps of record. Address or Lot numbers will be indicated at each parcel. Centerline stationing will start at 10+00 for each street segment. The base plans will also show all underground utilities: water, sewer, gas, telephone, cable TV, electric and storm drain. Proof of contact with all appropriate utility agencies as well as copies of all received inventory maps will be provided to the City. It is understood that Water Atlas Maps showing water main size, material, and approximate location shall be available to the consultant free of charge upon request to the City. It is worth noting that in our experience, the contact for cable TV, Charter, has been unresponsive to utility requests for an extended period of time. The completed base maps will be submitted in pdf format. First plan check will also include copies of all utility and map reference data used to plot right-of-way lines, property lines, and utility locations. All field notes will be included in one (1) pdf document which will include a table of contents, and divider tabs for each street. A drawing file index will be included for each street. All horizontal control and benchmark information shall be included with notes. Final electronic data will be submitted on USB drive. A hardcopy index of all file names and a brief description of each street/area shall be included. Spatial data (spatial, tabular, or City of Orange—Water Division Page 12 2026 Annual Pipeline Renewal Project Docusign Envelope ID:D2659B98-8353-8603-8280-7C5ACE62BCB7 VI 0 graphical), if any, that has been used to create figures, tables and/or analytical results will be delivered in GIS format. This will include File Geodatabase, Shape file, APRX. All data will be delivered in NAD 1983 State Plane California VI FIPS 0406 (US Feet) coordinate system and units. All ArcGIS data APRX Web maps and layers will be documented with metadata to match the dataset. Minimum requirements for metadata shall include source, date of creation, key words, and a detailed description of what the purpose of the data is, a summary of its use and any other information that will assist with the future use of the data. Data fields will be descriptive and easily identifiable.
