LEGAL NOTICE OF PLANNING COMMISSION
PUBLIC MEETING
MEETING LOCATION: City Council Chamber, 300 E. Chapman Avenue, Orange.

SUBJECT: CUP NO. 25-0045 – ROSE BAKERY CAFE/LAVENTINA’S BIG
CHEESE PIZZA ALCOHOL SALES
PROPERTY LOCATION: 763 S. MAIN STREET, SUITE 200A, 92866 (APN: 390-621-04)
REQUEST:
A proposal to allow the sale of beer, wine, and distilled spirits for on-site
consumption with a State of California Department of Alcoholic
Beverage Control (ABC) Type 47 License (On-Sale General-Eating
Place) at 763 S. Main Street, Suite 200A.
ENVIRONMENTAL
INFORMATION:
The proposed project is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301 (Class 1 – Existing Facilities) because the request
consists of licensing the sale of distilled spirits in addition to beer and
wine within an existing tenant space and outdoor patio and results in no
expansion of use beyond that existing at the time of the City’s
determination. No public review is required for a categorical exemption.

PROJECT APPLICANT: RBC Orange, LLC and LP Orange, LLC.
FURTHER INFORMATION:
All interested parties may submit comments and may be heard on any
relevant matter relating to the proposed actions by mail, email, voicemail,
or in-person, as set forth in the December 1, 2025, Planning Commission
agenda to be posted on the City’s website at www.cityoforange.org. To
