DATE: MONDAY, SEPTEMBER 15, 2025 TIME: 5:30 P.M. (or as soon thereafter as the matter may be heard) SUBJECT: AN ORDINANCE AMENDING TITLE 17 OF THE ORANGE MUNICIPAL CODE MODIFYING THE DUTIES OF THE DESIGN REVIEW COMMITTEE PROPERTY LOCATION: Citywide REQUEST: A Public Hearing to consider an ordinance amending Title 17 of the Orange Municipal Code (Zoning Ordinance) to modify the duties of the Design Review Committee in order to streamline the design review process for new development and alterations to existing buildings. Specifically, the proposed ordinance would limit the focus of the Design Review Committee to projects within a historic district, outside of a district but identified in the City of Orange Historic Resources Inventory, or other properties more than 50 years old determined to be historic in accordance with the National Historic Preservation Act. ENVIRONMENTAL INFORMATION: The proposed project is not subject to the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the state CEQA Guidelines (Common Sense Exemption) because it can be seen with certainty that there is no possibility that it would have a significant effect on the environment. For this reason, no further CEQA documentation is required.
