HomeMy WebLinkAbout03-13-25 CDBG Notice for Public MeetingCITY OF ORANGE PUBLIC HEARING NOTICE FOR THE FISCAL YEAR 2025-26 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAMS FOR THE 2025-2029 CONSOLIDATED PLAN INCLUDING THE 2025-2026 ANNUAL ACTION PLAN AND THE REGIONAL ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE The City of Orange receives Community Development Block Grant (CDBG) funds and HOME Investment Partnerships (HOME) funds annually from the U.S. Department of Housing and Urban Development (HUD). The City is estimated to receive the following amounts for Fiscal Year 2025-26: 1. CDBG - $1,034,444 2. HOME - $354,053 30-Day Public Review of the draft 2025-2029 Consolidated Plan including the 2025- 26 Action Plan and the Regional Analysis of Impediments to Fair Housing Choice The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs, including the Community Development Block Grant (CDBG) Program and HOME Investment Partnerships (HOME) Program. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. The 2025-26 Action Plan is the first Action Plan of the 2025-2029 Consolidated Plan and outlines programs and projects that are recommended for CDBG and HOME funding. The Regional Analysis of Impediments (AI) to Fair Housing Choice is required by the U.S. Department of Housing and Urban Development (HUD) every five years to identify and evaluate potential obstacles or impediments, in both the private and public sector, to a person's ability to choose their residence free from discrimination, and to recommend actions that address such impediments in a 5-year Fair Housing Action Plan. The AI provides an overview of laws, regulations, and administrative policies and procedures; an assessment of how those laws affect the location, availability, and accessibility of housing; and an assessment of conditions, both public and private, affecting fair housing choice. As a result of the Public Hearing, copies of the draft 2025-2029 Consolidated Plan including the 2025-26 Annual Action Plan and Regional Analysis of Impediments will be available at the following locations for a 30-day public review process from April 3, 2025 to May 5, 2025: • City Clerk Office – 300 East Chapman Avenue, Orange, CA 92866 • Community Development Department - 300 East Chapman Avenue, Orange, CA 92866 • Public Library (Main Library) - 407 East Chapman Avenue, Orange, CA 92866 • El Modena Branch Library – 380 S. Taft Avenue, Orange, CA 92865 • City website at https://www.cityoforange.org/our- city/departments/community-development/housing/cdbg CDBG Program Committee Public Hearing The CDBG Program Committee will hold a public hearing on March 13, 2025, at 6:00 p.m., or as soon thereafter as the matter may be heard, to review and collect public input on the Fiscal Year 2025-26 CDBG and HOME funding recommendations, 2025-2029 Consolidated Plan, and Regional Analysis of Impediments to Fair Housing Choice. Members of the public can participate and submit comments as set forth in the March 13, 2025 CDBG Program Committee Agenda to be posted on the City’s website at www.cityoforange.org.
