All interested persons may submit comments and may be heard on any relevant matter relating to the proposed actions by mail, email, voicemail, or in -person, as set forth in the February 20, 2025 Planning Commission agenda to be posted on the City’s website at www.cityoforange.org. DATE: THURSDAY, FEBRUARY 20, 2025 TIME: 5:30 P.M. (or as soon thereafter as the matter may be heard) SUBJECT: CONDITIONAL USE PERMIT NO. 3225 – CULINARY DROPOUT RESTAURANT PROPERTY LOCATION: 191 N. ORANGE STREET, ORANGE, CA 92866 (APN: 039-252-16) REQUEST: The applicant proposes to serve a full range of alcoholic beverages for on-site consumption with a State of California Department of Alcoholic Beverage Control Type 47 License (On-Sale General – Eating Place) at a proposed restaurant. ENVIRONMENTAL INFORMATION: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301 (Class 1 – Existing Facilities) because the project consists of licensing the sale of a full range of alcoholic beverages (for on-site consumption) at a proposed restaurant within a mixed-use area, and results in no expansion beyond that existing at the time of the City’s determination.
