DATE: THURSDAY, FEBRUARY 19, 2026 TIME: 5:30 P.M. (or as soon thereafter as the matter may be heard) SUBJECT: PLANNING COMMISSION RECOMMENDATION TO THE CITY COUNCIL REGARDING AN ORDINANCE AMENDING TITLE 17 OF THE ORANGE MUNICIPAL CODE RELATED TO RESIDENTIAL CARE FACILITIES AND FAMILY DAY CARE HOMES PROPERTY LOCATION: Citywide REQUEST: The proposed ordinance amends Title 17 (Zoning) of the Orange Municipal Code to bring the City’s regulations regarding Residential Care Facilities and Family Day Care Homes into compliance with State law, specifically the California Community Care Facilities Act (Health and Safety Code Sections 1500–1569.889) and Family Day Care Homes Act (Health and Safety Code Sections 1597.40–1597.46), and updates related definitions and land use tables for consistency. ENVIRONMENTAL INFORMATION: The proposed project is not subject to the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the state CEQA Guidelines (Common Sense Exemption) because it can be seen with certainty that there is no possibility that it would have a significant effect on the environment. For this reason, no further CEQA documentation is required. PROJECT APPLICANT: City of Orange FURTHER INFORMATION: All interested parties may submit comments and may be heard on any relevant matter relating to the proposed actions by mail, email, voicemail, or in-person, as set forth in the February 19, 2026, Planning Commission agenda to be posted on the City’s website at www.cityoforange.org.
