NOTICE OF PUBLIC HEARING
CONSIDERATION OF PROPOSED CITY CHARTER
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing pursuant to California Government Code § 34458(b) at a Regular Meeting on Tuesday,
May 12, 2026, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the City
Council Chamber, 300 E. Chapman Avenue, Orange to consider the following item:
CONSIDERATION OF PROPOSED CITY CHARTER
In accordance with California Government Code § 34458, the City Council will: 1) conduct a
public hearing to review and discuss the proposed City Charter; 2) receive community comments
and suggestions regarding the proposed charter and its potential impacts on the governance of the
City; 3) provide direction regarding the process for placing a City Charter measure on a future
municipal election ballot.
This hearing is the first of at least two public hearings required by California Government Code
§ 34458 prior to the City Council taking action to submit the proposed charter to the voters.
The proposed Charter will be made available for public review at the City Clerk’s Office at 300
E. Chapman Avenue, and on the City’s website at www.cityoforange.org at least 72 hours before
the scheduled public hearing.
FURTHER INFORMATION:All interested persons may be heard on any relevant matter
relating to the proposed City Charter by mail, eComment, or in-person as set forth in the May 12,
2026, City Council agenda. Agendas are posted online at www.cityoforange.org at least 72 hours
prior to the meeting. For additional information, please contact the Office of the City Clerk at

If you challenge the proposed action in court, you may be limited to raising only those issues you
or someone else raised at the public hearing described in this notice or in written correspondence
delivered to the City of Orange at or prior to the public hearing.
Failure of any person to receive this notice shall not constitute grounds for any court to invalidate
the action of the legislative body for which the notice was given.
