Investment Advisory Committee
October 22, 2025
The Investment Advisory Committee of the City of Orange, California convened on
Wednesday, October 22, 2025, at 5:30 p.m. in the Weimer Room, 300 E Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Vice Chair Madrigal called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by City Treasurer Garrett Smith
1.2 ROLL CALL
Present: Madrigal, Paul Mittmann, Jordan Prell, and Adam Carr
Absent: Mark Mittmann
2. PUBLIC COMMENTS
None.
3. NEW BUSINESS
3.1. Investment Portfolio Update for July, August, and September 2025
City Treasurer Garrett Smith reviewed fluctuations in the market. He then invited Karl
Meng, Portfolio Strategist of Chandler Asset Management, to present a background of
the company.
The Committee received and filed the report.
4. CITY TREASURER ORAL REPORT
None.

There being no further business, the meeting was adjourned at 6:36 p.m.
The next Regular Investment Advisory Committee meeting will be held on Wednesday,
