Community Development Block Grant
Program Committee
October 16, 2025
The Community Development Block Grant (CDBG) Program Committee of the City of Orange,
California convened on October 16, 2025, at 6:00 p.m. in a Special Meeting in the Weimer
Room, 300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Benson called the meeting to order at 6:05 p.m.
1.1 PLEDGE OF ALLEGIANCE
Committee Member Le led the flag salute.
1.2 ROLL CALL
Present: St. Clair, Le, Muselli, Vaughn, Buttress, and Benson
Absent: None
2. PUBLIC HEARINGS
2.1. Public Hearing for the Substantial Amendment to the Fiscal Year 2025-2026
Annual Action Plan that is included in the 2025-2029 Consolidated Plan.
Jessica Herrera, Housing Manager, reviewed a presentation highlighting details of the
proposed Business Façade Program.
Committee Members discussed the creation of a Community Development Business
Façade Program activity under the Community Development Block Grant (CDBG)
funding.
Chair Benson opened the Public Hearing at 6:42 p.m. There being no public
comments, Chair Benson closed the Public Hearing at 6:42 p.m.
A motion was made by Committee Member Buttress, seconded by Committee Member
Le, to recommend the following amendments to the 2025-2026 Annual Action Plan:
1. Create a Community Development Business Façade Program activity under the
Community Development Block Grant (CDBG).
2. Allocate $100,000 to the Community Development Business Façade Program from
the following sources:
54,259 from the Fiscal Year 2025-2026 Community Development Business
Assistance Program (Admin)to Community Development Business Façade Program;

36,973.89 from Fiscal Year 2022-2023 unspent entitlement funds
8,767.11 from Fiscal Year 2023-2024 unspent entitlement funds
3. Increase the grant award to $50,000 for each eligible business instead of the
25,000 proposed in the staff report.
The motion carried by the following vote:
Ayes: St. Clair, Le, Muselli, Vaughn, Buttress, and Benson
Noes: None
Absent: None
3. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:50 p.m.
The next Regular CDBG Program Committee meeting will be held on February 12,
2026, at 6:00 p.m. in the Weimer Room located at 300 E. Chapman Avenue, Orange,
CA 92866.
