4:30 P.M. SESSION
The Orange Redevelopment Agency of the City of Orange, California convened on June 27,
2000 at 4:30 p,m, in a Regular Meeting in the Council Chambers, 300 E, Chapman Avenue,
Orange, California,
1. ROLLCALL

1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart,
declaring posting of Orange Redevelopment Agency Agenda of a regular meeting
of June 27, 2000 at Orange Civic Center, Main Library at 101 N. Center Street,
Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board,and
summarized on Time-Warner Communications, all of said locations bein:g in
the City of Orange and freely accessible to members of the public at least 72 hours
before commencement of said regular meeting.
ACTION: Accepted Declaration of Agency Posting and authorized its retention as a
public record in the Office of the City Clerk,

from the Assistant
Executive Director regarding adjustment to pass through payments and County Administration Fee for
Fiscal Year 1999-2000. (R3500,O)SUMMARY: Pass through payments to
the County of Orange (General Fund, Flood Control District, Harbors, Beaches and Parks),
Orange Unified School District, County Department of Education, Rancho Santiago College District,
Orange County Water District, County Sanitation District #2, Anaheim Elementary School
District, Anaheim Union High School District,Metropolitan Water District and County
Administration Fee will be greater than previously budgeted due to increases in
property tax increment received by the Agency.The Assistant Executive Director, Orange
Redevelopment Agency, stated that the Agency was conservative in their estimates for
tax increment revenues for FY 1999-00 and, therefore, needs to appropriate more money
for pass-through payments. Sufficient funds are available for this appropriation.Chairman Coontz
noted
that pass-through payments go to a variety of agencies and asked if it was possible
to get an accounting of how the money was used at the School District. The Assistant Executive
Director explained there are agreements with each one of these agencies, and these agreements
are very clear about what the Redevelopment Agency expects from each of them and

Approved appropriation of $200,000 for additional pass through payments necessary due to an
increase in tax increment received in the following project areas:

1, $ 30,000 to Account No, 980-9801-465400 - Tustin Project Pass Through
Expense 2, $ 40,000 to Account No. 981-9811-465400 - Southwest Project Pass
Through Expense 3, $130,000 to Account No. 984-9821-465400 - Northwest Project
Pass Through Expense Approved additional appropriation of $15,780 for County Administration Fee
in
the following accounts:1. $ 3,160 to Account No. 921-9809-434410 - Southwest
Housing County Admin Fee 2, $12,620 to Account No, 981-9811-434410 - Southwest
Debt Service County Admin Fee FISCAL IMPACT: Sufficient funds are available in the three
project area Debt Service Funds and the Southwest Housing Set-Aside fund
to be appropriated for these
payments,8. LEGAL AFFAIRS - None.
9. RECESS TO CLOSED SESSION The Redevelopment Agency recessed to a Closed
Session for the following purposes:a, Conference with
Legal Counsel - anticipated litigation,Initiation of litigation pursuant to Government Code Section 54956,9(
c) (one potential case):J, R. Guerin Brewing Company, LLC, a
California limited liability company b. To consider and take possible action upon such other matters as are
orally announced by the General Counsel, Executive Director of the Board of Directors prior to
such recess unless the motion to recess indicates any of the matters will not be
