The Orange Redevelopment Agency of the City of Orange. California convened on May 23,
2000 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California,

1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart,
declaring posting of Orange Redevelopment Agency Agenda of a regular meeting
of May 23, 2000 at Orange Civic Center, Main Library at 101 N. Center Street,
Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board,and
summarized on Time-Warner Communications, all of said locations being in
the City of Orange and freely accessible to members of the public at least 72 hours
before commencement of said regular meeting.
ACTION: Accepted Declaration of Agency Posting and authorized its retention as a
public record in the Office ofthe City Clerk.
3.2 Request Agency confirmation of warrant registers dated May 4 and 11,2000.
ACTION:Approved.
3.3 Request approval of Redevelopment Agency Minutes, Regular Meeting, May 9,
2000.

1 Report from the Assistant Executive Director regarding the purchase of surplus City-
owned property north of La Veta Avenue between Olive Street and Lemon Street.

3534)SUMMARY: Staff is proposing that the Agency Board authorize the Agency to purchase a
City-owned property north of La Veta Avenue between Olive Street and Lemon Street for
the appraised value of $142,200. This is a surplus property remaining from the La Veta
Avenue widening project that staff believes is a suitable site for an affordable senior housing
project.FISCAL IMP ACT: Housing Set-Aside funds are available for this purpose in
Account Number 913-9809-481102-9205-19875 (West
La Veta Avenue Senior Housing Project).The
Assistant Executive Director presented
the report.RESOLUTION NO. ORA -0369 A Resolution of the Orange Redevelopment Agency approving
a Sale Agreement with the City of Orange for the disposition of City-owned real
property generally located north of La Veta Avenue between Lemon Street and Olive
Street to the Orange Redevelopment Agency
for redevelopment purposes
and making certain

regarding adoption of an Auto Dealership Rehabilitation Loan Program for the City'
s three redevelopment project areas,and approval of a Commercial Rehabilitation
Loan Agreement between the Orange Redevelopment Agency and the owners of
Villa Ford. (RA2100.0 AGR-3533)SUMMARY: Consideration of establishing an
auto dealership rehabilitation loan program. Also consideration of entering into a Commercial Rehabilitation
Loan Agreement with the owners of Villa Ford to rehabilitate their dealership located at 2550 North
Tustin Street ($90,000 per year for 7 years; total $630,
000 from Tustin Street Taxable Bonds),FISCAL IMP ACT: There is no impact for FY 99-00. Funds
will be included in the CIP budget beginning FY 2000-2001 at $90,000 per year
for
seven (7) years in Account No. 914-9801-485702-9203-20051.NOTE: Director Murphy abstained
from voting on this item due

the Automobile Dealership Rehabilitation Program and approving a Commercial
Loan Rehabilitation Agreement under that program with Wanda M. Baldwin, Trustee of the
Baldwin Family Trust, Brian A. Butler and Peggy A. Butler, Trustees of the Brian k Butler Family
Trust,and Karen S. Baldwin, Trustee of the Karen S. Baldwin Revocable
