SESSION The Orange Redevelopment Agency of the City of Orange, California convened on March 28, 2000 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California. 1. ROLLCALL PRESENT - Murphy, Slater, Coontz, Spurgeon, Alvarez ABSENT - None 2. PUBLIC COMMENTS - None 3.CONSENT CALENDAR Tape 2790 3.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of March 28, 2000 at Orange Civic Center, Main Library at 101 N. Center Street, Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board,and summarized on Time-Warner Communications, all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency posting and authorized its retention as a public record in the Office of the City Clerk.3.2 Request Agency confirmation of warrant registers dated March 9 and 16, 2000.ACTION:Approved. 3.3 Request approval of Redevelopment Agency Minutes, Regular Meeting, March 14,2000.ACTION: Approved. RESOLUTIONS 3. 4 RESOLUTION NO. ORA-0365 (R3500.0)A Resolution of the Orange Redevelopment Agency approving the Agency's continued participation in a Mortgage Credit Certificate Program in cooperation with the City of Orange and the County of Orange; and authorizing an application by the County on behalf of the City and the Agency to the California Debt Limit Allocation Committee for PAGE 1 ORANGE REDEVELOPMENT AGENCY MINUTES March 28, 2000 an allocation of authority to issue Mortgage Credit Certificates and the transfer of such allocation to the County of Orange. 3. REPORTS FROM EXECUTIVE DIRECTOR - None 7.ADMINISTRATIVE REPORTS Tape 2815 7.1 Report from the Assistant Executive Director of Economic Development regarding the North Olive Street Parking Lot Feasibility Study. (R3500.0.5)Note: Councilman Alvarez removed himself from the dais on this item due to a potential conflict of interest with his property ownership at 138 and 152 N. Olive Street.SUMMARY: Request $60,000 to fund feasibility study for consolidating several parcels on the east side of North Olive Street between Chapman and Maple for the purpose ofreconstructing a more efficiently designed, aesthetically pleasing, and secure public parking lot.FISCAL IMPACT: Sufficient funds are available from the Southwest Project Area Operations Fund to be appropriated to Account No. 920-9811-426700.The Director of Economic Development presented the report.Barbara DeNiro, (address on file), commented on the benefit public parking has for businesses.MOTION - Slater SECOND - Murphy AYES - Murphy, Slater, Coontz, Spurgeon ABSENT - Alvarez PAGE 2 ORANGE REDEVELOPMENT AGENCY MINUTES March 28, 2000 7. LEGAL AFFAIRS - None 9. RECESS TO CLOSED SESSION a. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director of the Board of Directors prior to such recess unless the motion to recess indicates any of the matters will not be considered in Closed Session.10.
