MINUTES
City of Orange
Design Review Committee
November 19, 2025
The Design Review Committee of the City of Orange, California convened on November 19,
2025, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Vice Chair Farfan called the meeting to order at 5:31 p.m.
1.1 PLEDGE OF ALLEGIANCE
Vice Chair Jerico Farfan led the flag salute.
1.2 ROLL CALL
Present: Farfan, McDermott, Lopez, and Gladson
Absent: Grosse, Ledesma, and Skorpanich
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
3.1. Approval of minutes of the City of Orange Design Review Committee Regular
Meetings held on August 20, 2025 and September 3, 2025.
ACTION: Approved as presented.
Approval of the Consent Calendar
A motion was made by Committee Member McDermott, seconded by Committee
Member Gladson, to approve the Consent Calendar. The motion carried by the
following vote:
Ayes: Farfan, McDermott, Lopez, and Gladson
Noes: None
Absent: Grosse, Ledesma, and Skorpanich

4. OLD BUSINESS
4.1. A request to construct a new detached garage at the rear of a single-family home
in the Old Towne Historic District located at 150 S. Parker Street (Design Review
No. 25-0017). (Continued from September 3, 2025).
Assistant Planner, Angelo Huang, reviewed updates made to the plans and verified
that no landscaping requirements apply.
A motion was made by Committee Member McDermott, seconded by Committee
Member Gladson, to approve Design Review No. 25-0017 with the staff approved
conditions and the following additional condition:
1) The applicant shall use wood for the man entry doors on the garage and correct any
inconsistencies on the plans.
The motion carried by the following vote:
Ayes: Farfan, McDermott, Lopez, and Gladson
Noes: None
Absent: Grosse, Ledesma, and Skorpanich
5. NEW BUSINESS
5.1. A request to demolish existing office buildings and construct a new industrial
warehouse building at 2411 N. Glassell Street(Design Review No. 5154).
Senior Planner, Ryan Agbayani, presented a summary of the proposed project.
Vice Chair Jerico Farfan, made a statement related to the purview of the Design
Review Committee. •

The following spoke in opposition to the project:

The following spoke on behalf of the project:
Brennan Wolf, Applicant; Adam Lenzer, Architect; Angel Morales, Landscape Architect;
Eric Peterson, Landscape Architect; Kevin Fermer, Architect.
Planning Manager, Hayden Beckman, confirmed that the Additional Dwelling Unit was
not in the purview of the Design Review Committee.
Committee Members discussed conditions of approval in regards to landscaping.
A motion was made by Committee Member McDermott, seconded by Committee
Member Gladson, to recommend Design Review No. 5154 with the staff approved
conditions and the following additional conditions:
1) The approved project plans shall provide a site section of the north elevation along
W. Fletcher Avenue that illustrates the berm and landscape screening from the

perspective of the adjacent residential neighbors to the north.
2) The applicant shall consider an alternate exterior paint color palette at the North
Elevation to provide a more compatible backdrop to the existing/proposed Aleppo pine
trees along W. Fletcher Avenue.
The motion carried by the following vote:
Ayes: Farfan, McDermott, Lopez, and Gladson
Noes: None
Absent: Grosse, Ledesma, and Skorpanich
6. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:33 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday,
December 3, 2025, at 5:30 p.m., in the Council Chamber.
