MINUTES
City of Orange
Design Review Committee
October 15, 2025
The Design Review Committee of the City of Orange, California convened on, October 15,
2025, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Chair Skorpanich called the meeting to order at 5:31 p.m.
1.1 PLEDGE OF ALLEGIANCE
Chair Skorpanich led the flag salute.
1.2 ROLL CALL
Present: Farfan, McDermott, Grosse, Gladson, and Skorpanich
Absent: Ledesma, and Lopez
2. PUBLIC COMMENTS
None.
3. NEW BUSINESS
3.1. A request to demolish the existing structures and construct a new single-family
residence and detached garage at 405 E. Toluca Avenue. (Design Review No.
5156).
Associate Planner, Arlen Beck presented a summary of the proposed project.
Public Speakers:
The following spoke in opposition to the project:
Ashley Toomey and Diana Zdenek.
RECESS: The Design Review Committee recessed at 5:49 p.m. and reconvened at
6:02 p.m. with all Members present with the exception of Committee Members
Ledesma and Lopez who were absent from the meeting.
Rafi Baghdasarian, Applicant, described the project and responded to Committee
Member questions.

A motion was made by Committee Member McDermott, seconded by Committee
Member Grosse, to continue Design Review 5156 to the December 17, 2025, meeting
to allow the applicant more time to make revisions to the project plans and update the
historic assessment. The motion carried by the following vote:
Ayes: Farfan, McDermott, Grosse, Gladson, and Skorpanich
Noes: None
Absent: Ledesma, and Lopez
4. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:04 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday,
November 5, 2025 at 5:30 p.m., in the Council Chamber.
