MINUTES OF A REGULAR MEETING November 13,2001
4:30 P.M. SESSION
The Orange Redevelopment Agency of the City of Orange, California convened on November
13,2001 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.

3.1 Declaration
of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart, declaring posting
of Orange Redevelopment Agency Agenda of a regular meeting of November
13, 2001 at Orange Civic Center, Main Library at 101 N.Center Street, Police
facility at 1107 North Batavia, the Eisenhower Park Bulletin Board, and summarized
on Time-Warner Communications, all of said locations being in
the City of Orange and freely accessible to members of the public at least 72 hours before
commencement of said regular meeting.ACTION: Accepted
Declaration of Agency Posting and authorized its retention as a public record
in the Office of the City Clerk.3.2
Request Agency confirmation of warrant registers dated October 18, 25 and November 2,
2001.ACTION:Approved.

Agreementto Negotiate Exclusively with the Orange Housing Development Corporation for
the purpose of exploring the feasibility of developing, constructing and operating
up to six affordable rental housing units on Agency-owned property.RA2100.

SUMMARY: In May 2000, the Redevelopment Agency acquired City-owned
property that is north of La Veta between Olive Street and Lemon Street for the intended
purpose of developing affordable rental housing units on the site. The City and Orange
Housing Development Corporation (OHDC) desire to enter into an Agreement to
Negotiate Exclusively for the purpose of exploring the feasibility of developing, constructing
and operating up to six affordable rental housing units on the

ACTION: 1) Approved the Agreement to Negotiate Exclusively with the Orange

9809-485802-9205 (Southwest Housing Setaside-Rehabilitation- W.
La Veta Housing).FISCAL IMPACT: Housing Set-Aside funds are available for this
purpose in

NO. ORA-0404 (R3500.0)A Resolution of the Orange
Redevelopment Agency adopting rules governing participation and reentry preferences for property
owners, operators of businesses, and business tenants ("Owner Participation Rules"), the
general relocation rules ("Method of Relocation"), and approving its Report to Council ("
Report") in connection with the Amended and Restated Redevelopment Plan for
the Orange Merged
and Amended
Redevelopment Project Area.

Time set for a joint public hearing with the City Council to consider an Amended and Restated
Redevelopment Plan and accompanying environmental docwnentation that will serve to merge
the three existing redevelopment project areas into one project area, extend the time limit to incur
debt, and re-establish the Agency's eminent domain authority on commercial and
industrial
properties.NOTE: Letter in opposition received from Harvey and Ruth Brown, property owners at 757
N,Tustin Avenue, on October 31,
