OF AN ADJOURNED REGULAR MEETING APRIL 29, 2003
5:00 P.M. SESSION
The Orange Redevelopment Agency of the City of Orange, California convened on April 29,
2003 at 5:00 p.m, in an Adjourned Regular Meeting in the Weimer Room, 300 E, Chapman
Avenue, Orange, California.

3.1 Declaration
of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart, declaring posting
of Orange Redevelopment Agency Agenda of an Adjonrned Regular Meeting
of April 29, 2003 at Orange Civic Center, Main Library at 101
N. Center Street, Police facility at 1107 North Batavia, the Shaffer Park Bulletin Board,
and summarized on Time-Warner Communications, and available on
the City's Website www.cityoforange.org, all of said locations being in the City
of Orange and freely accessible to members of the public at least 72 hours before commencement
of said Adjourned Regular Meeting.ACTION: Accepted
Declaration of Agency Posting and authorized its retention as a public record

7. ADMINISTRATIVE REPORTS
7.1 Report from the Assistant Executive Director concerning an Amended Cooperation
Agreement with the City of Orange relating to the sale hy the City of real property located
at 164-180 South Water Street to the Orange Redevelopment
Agency.SUMMARY: The City has negotiated a Purchase and Sale Agreement for the acquisition of
the surplus Orange County Fire Authority (OCFA) property commonly known as 105, 125, 145
and 164-180 South Water Street. The Orange Redevelopment Agency will acquire a portion
of the property (e.g. 164-180 South Water Street) from the City concurrently with the
City's acquisition of the property from the OCFA for the sum of $1,815,818 and in accordance with
the terms and provisions of an Amended Cooperation Agreement. After acquisition of
the property, the Agency will evaluate the type of uses to which its property may be devoted and
will report back to the Agency Board of Directors from time to time regarding
project conceptualization,

RESOLUTION NO. ORA-0423 A Resolution of the Orange Redevelopment Agency
approving an amended Cooperation Agreement with the City of Orange relating to the sale of certain real
property located at 164-180 South Water Street to the Orange Redevelopment
Agency, approving the acquisition for redevelopment purposes of said real property from the City
of Orange; and making
certain findings in

FISCAL IMPACT: There are adequate funds available for the acquisition and redevelopment of
the site in the following accounts:
Water Funds 601 (Water Plant Warehouse Replacement Project) - $1,150,000 Fire
Facility - Area 0 Fund 565 (Fire Station Headquarters Replacement) $1,560,000 General Fund
Capital Fund 500 (Fire Station Headquarters Replacement) $500,000 General Fund Unappropriated
Reserve (from the sale of Manchester Property) $1,125,000 Redevelopment Agency
Fund 936 (Water Street Acquisition Project) $1,815,818 8. LEGAL
