HomeMy WebLinkAbout02-05-2026 Council Minutes - Strategic Planning SessionAPPROVED BY THE CITY COUNCIL ON FEBRUARY 24, 2026 MINUTES City of Orange Orange City Council February 05, 2026 The City Council of the City of Orange, California convened on Thursday, February 5, 2026, at 4:00 p.m. for a Special Meeting in the Community Room at the Orange Public Library & History Center, 407 E. Chapman Avenue, Orange, California. 4:00 PM STRATEGIC PLANNING SESSION 1. OPENING/CALL TO ORDER Mayor Slater called the meeting to order at 4:04 p.m. 1.1 PLEDGE OF ALLEGIANCE Led by Mayor pro tern Denis Bilodeau. 1.2 ROLL CALL Councilmember Gutierrrez joined the meeting at 4:06 p.m. Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater Absent: None 2. ADMINISTRATIVE REPORTS 2.1. City of Orange Strategic Planning Session Entered into the record: a participant briefing book that details the various discussion topics and session activities. Public Speakers: Reggie Mundekis encouraged Council to include Spanish translations for City documents and the City website under Goal 3. Gregory Mathis commented on Objective 1.6 regarding assisting those experiencing homelessness. Amy Losi expressed concerns regarding blight behind the former Village at Orange site. Representatives from Baker Tilly, Annie Rose Favreau and Mary Locey, introduced themselves and provided a brief overview of the Strategic Planning Session agenda. The purpose of the session was to establish Council priorities for Fiscal Year 2026-27. Council reviewed the City's Mission, Vision, and Values. There was Council consensus to revise the Vision and Values statements. Page 1 of 2 Orange City Council Minutes February 5,2026 RECESS: The City Council recessed at 5:56 p.m. and reconvened at 6:12 p.m. with all Members present. Council discussed potential gaps in existing strategies and identified priorities for the upcoming fiscal year. Department Heads were invited to present and discuss priorities for their respective departments. Baker Tilly will prepare a workshop summary report. Staff will incorporate Council's direction into departmental work plans and budget; and quarterly strategic plan updates will continue. 3. ADJOURNMENT There being no further business, the meeting was adjourned at 7:20 p.m. The next Regular City Council meeting will be held on Tuesday, February 10, 2026, at 6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if necessary.
