The City Council of the City of Orange, California convened an Adjourned Regular Meeting at
4:00 p.m. on April 3, 2007 in the Weimer Room, 300 E. Chapman Avenue, Orange, California.

8.1 Report on the Draft Seven Year Capital Improvement Program Budget for FY
2007-08 to
2013-2014.City Manager John Sibley introduced
the item.Economic Development - Jim Reichert reviewed the proposed CIP
projects.Mayor Cavecche asked that restaurant participants in the Small Business Assistance Program
be closely monitored to determine how long they remain in
business.Librarv - Nora Jacob reviewed the proposed CIP projects.
Mayor Cavecche asked about the El Modena Library improvements, stating she would like to see
this moved up to the 2007-08 fiscal year; and asked that the Library Needs Assessment look at
a possible joint use with the School District in East
Orange.Communitv Services - Marie Knight reviewed proposed CIP projects.
Hart Park Pool Renovation -Mayor
Cavecche asked about the legal use of Redevelopment Agency funds to assist with funding.
Ted
Reynolds, Assistant City Attorney, explained that the Council would need to make certain benefit
findings to be able to use Agency funds. First, the project has to be identified in the Redevelopment
Plan. The additional findings are:That
the project will be of benefit to the Redevelopment project area;That
there are no other reasonable means of financing the improvements;That
the use offunds will assist in the elimination of blight in the Redevelopment project area; and That
the expenditure of funds is consistent with the Implementation Plan.Mayor
Cavecche stated the use of Redevelopment funds for this type of project would have to be a
policy decision of the Council. She noted that she is very conservative on the use of these funds,
and using them for community facilities does not assist in increasing the tax increment. If they
were to be used, it would probably be an exception for her rather than a policy.PAGF?

El Camino Real Park -Gary
Remland, Park Commission Chairman, noted there has always been a great deal of discussion
and public input on El Camino Park; and the Commission agrees that this park renovation
should be a priority.Grijalva
Gym-Councilmember
Murphy clarified that a transfer of development fees is strictly replacing money that
was already spent and committed on behalf of a project.Mayor
Cavecche noted that funds need to be in place before a contract is awarded; and that the Grijalva
gymnasium needs to be completed by December 2010.It
was also clarified that there are no restrictions on borrowing from the Redevelopment Agency as
long as there is an agreement to repay the funds.Councilmember
Smith stated she did not want to use any funds allocated for Fire Station No.1 if it
affects public safety.City
Manager John Sibley clarified that construction of Fire Station No. 1 has been delayed, and it
may be a prudent use of funds to use the funds for projects that are ready, and then put the Station
as the next priority after that; but that no funds would be reallocated if it jeopardized public
safety.Councilmember
Smith noted that Yorba Park is not usable and could be sold to assist with Grijalva
Park, which is in the same general area.Councilmember
Smith suggested that the Vision Plan for the creek restoration, prepared by community
members, be included in the Community Services plan for the future and used for possible
grant applications.Mayor
Cavecche stated she would like a briefing on this Vision Plan.Police -
Captain Steve Ames reviewed the proposed CIP projects.Fire - Chief

Public Works
Gail Farber, Public Works Director, briefly introduced the proposed project list.
Engineering Division -Roger
Hohnbaum, Assistant City Engineer, reviewed highlighted projects, including the Pavement
Management Program and critical intersection improvements.Maintenance
Division -Bob Von
Schimmelmann, Division Manager, reviewed the Facilities Master Plan, which will address infrastructure
needs.Councilmember Smith
questioned the necessity of $50,000 for an assessment of the Council Chambers design;
and suggested a call for designs on a volunteer basis.Councilmember Murphy
agreed the $50,000 would be better spent on actual improvements or an overall design
for the Civic Center.Mayor Cavecche
noted that Mayor pro tern Dumitru had relayed his thoughts to also cut this 50,000.
Planning Commissioner
Michael Merino, an architect, volunteered to share a design plan he had prepared for
another city.Councilmember Smith
asked that something be done about the condition of the Traffic House at Center and
Almond.Traffic Division -
Tom Mahood, Traffic
Engineer, reviewed proposed traffic projects, including Quiet Zones and signal projects.Councilmember
Smith suggested
funds be included for acorn lighting in Old Towne.Councilmember Bilodeau noted
that additional funding may be necessary for the proposed signal at Walnut and
Shaffer.Water Division-Joe

Manager, reviewed Water Division projects, including Pipeline Renewal and Valve
