MINUTES OF A REGULAR MEETING December 11, 2007
The Orange Redevelopment Agency of the City of Orange, California convened on December
11, 2007 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange California.

7.1 Annual Report of the Orange Redevelopment Agency For Fiscal Year 2006-

2)SUMMARY: The Annual Report describes the activities of the Redevelopment Agency
during FY 2006-2007 and includes a Comprehensive Annual Financial Report relating to the
Agency'
s finances.Discussion - Economic Development Department Director Jim Reichert gave a staff
report highlighting the projects that have been funded by the
Agency.NOTE: At the request of Councilmember Bilodeau, Finance Director Rich Jacobs clarified
that the vote taken at the November 13th Redevelopment Agency meeting was to hire a finance
team to prepare bond documents in connection with the possible issuance and refinancing of
bonds;and that it will require a subsequent vote to actually incur the debt from the
bonds.RESOLUTION NO.
ORA-0472 A Resolution of the Orange Redevelopment Agency approving the annual report of
the Orange Redevelopment Agency for Fiscal Year 2006-2007 and authorizing its submittal
to the City Council of the
City of Orange.

9. PUBLIC HEARINGS
9.1 Status Report of the Amended and Restated Redevelopment Plan for the Orange
Merged and Amended Redevelopment Project Area, and the Agency's Five-
Year Implementation Plan for FY 2004-05 through 2008-
09 (R3500.0)Time set for public hearing to review the Status Report of the
Amended and Restated Redevelopment Plan for the Orange Merged and Amended Redevelopment Project
Area and Five-Year Implementation Plan. The Report describes progress made toward
various projects and activities to be undertaken by the Agency. Redevelopment Law requires a
Status Report be reviewed at least once during the five-year term
of the

any of the matters will not be considered in Closed Session.11. ADJOURNMENT The Agency
adjourned at
7:05 p.m.The December 25, 2007
meeting of the Redevelopment Agency is cancelled.The next Regular meeting
is scheduled for January 8, 2008.Declaration of the Clerk
of the Orange Redevelopment Agency, Mary E. Murphy, declaring posting of Orange Redevelopment
Agency Agenda of a regular meeting of December 11,2007 at Orange Civic Center kiosk,
Police facility at 1107 North Batavia, and the Main Public Library at 407 E. Chapman;
all of said locations being in the City of Orange and freely accessible to members of the public
