CITY COUNCIL MINUTES ORANGE, CALIFORNIA
OF AN ADJOURNED REGULAR MEETING March 18, 2008
The City Council of the City of Orange, California, convened an Adjourned Regular Meeting at
5 :00 p.m. on March 18, 2008 in the Weimer Room, 300 E. Chapman Avenue, Orange, California.

8. REPORTS FROM CITY MANAGER
8.1 Proposed 2008-09 Budget - Report on Workplans by City Department.
City Manager John Sibley and Sf. Assistant to the City Manager Rick Otto provided an
introduction to the Study Session.
City Manager - RickOtto reviewed the proposed W orkplans City
Attorney - David DeBerry reviewed the proposed Workplans.City Clerk -
Mary Murphy reviewed the proposed Workplans Finance - Richard Jacobs
reviewed the proposed Workplans.In response to questions
from Councilmember Bilodeau, he noted the workplan to monitor and draw down Del Rio
CFD bond proceeds, worth approximately $30 million.Personnel- Steven Pham reviewed
the proposed Workplans Library - Yolanda Moreno reviewed
the proposed W orkplans.In response to questions from
Councilmember Smith, she noted that the Library does fingerprint volunteer workers.Fire - Chief Bart
Lewis reviewed
the proposedWorkplans Councilmember Bilodeau spoke on the possibility
of grant funds for a signal pre-emption plan.Police - Chief Bob Gustafson reviewed
the proposed W orkplans.2

Public Works - Jamie Herbon reviewed the proposed Workplans.Councilmember
Bilodeau wanted to ensure that the Police vehicles were being put into service as soon
as possible.Councilmember
Smith noted several key retirements in Public Works which will be a great loss of
experience. She wanted to ensure that a plan was in place to fill these positions as soon as possible;
and did not want to see any gap in the transition which affects service levels.Staff
reported that the recruitment for these positions is currently ongoing, noting the challenge in
finding qualified candidates for these types of positions. There is no guarantee the positions will
be filled prior to the retirements, but will be filled as soon as possible.In
response to questions from Councilmember Smith, Ms. Herbon noted that funds have been set aside
each year for the Quiet Zone program, and that this program will be discussed in more detail
at the CIP Study Session; and the addition of acorn lighting will also be discussed in the CIP
budget.Community
Development - Alice Angus reviewed the proposed W orkplans.In response
to questions from Mayor Cavecche, staff noted there are plans to move ahead with the use
of computers for field personnel, and will be testing a certain model shortly.Mayor Cavecche
asked to be informed on the testing and the results.Councilmember Smith
asked about the On-line Historic Preservation Program, noting that she had
heard that the system was down.Staff
noted that there may be problems with individual computers not being current enough to access
this information; and staff is working on the problem.Community
Services - Marie Knight reviewed the proposed W orkplans.Mayor Cavecche
asked about the County funding for the Santiago trail and a timeline for the process; and
timing of the Steve Ambriz Park.Ms. Knight
indicated they have yet to receive any information from the County on the trail, but will be
meeting the following day; and once a starting point has been identified, a time line can be established. She
also indicated that staff anticipates being able to utilize some of the funding for contract management.

With regard to Steve Ambriz Park, staff had just received the responses to plan check comments
and are waiting for a soils report on the ground settling.
Roger Hohnbaum, Assistant City Engineer, indicated the main part of the park has been filled,
but the slope is still not filled; and the last report, from about five months ago, indicated the
settlement is still quite active and staff is monitoring and watching the rate of settlement.
Councilmember Smith asked about any vacancies in Community Services.
Ms. Knight indicated current vacancies include a full time Sf. Analyst position, a part time
Coordinator position for the Resource Center, and a full time Coordinator candidate is currently
in the background process.
Ms. Knight also reported on the Resource Center, noting that in conjunction with the city's
Neighborhood Enhancement Team, the Center is working as a facilitator for volunteer
organizations who are working to enhance neighborhoods.
Economic Development - Jim Reichert reviewed the proposed Workplans In
response to questions from Mayor Cavecche, he noted the recruitment to fill the Public Affairs Manager
position is underway and numerous applications have been received.City
Council - Council reviewed the proposed W orkplans.9. LEGAL
AFFAIRS - None.10. ADJOURNMENT - The
City Council adjourned at 6:25 p.m.Declaration of City Clerk,
Mary E. Murphy, declaring posting of the City Council Agenda of an Adjourned Regular Meeting of
March 18, 2008 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and
Shaffer Park; all of said locations being in the City of Orange and freely accessible to members of
the public at least 72 hours before commencement of said Adjourned Regular Meeting.iLIA Et.
