Chapman Avenue, Orange, California. 3:00 P.M. STUDY SESSION 1. OPENING 1.3 ROLL CALL PRESENT -Smith, Murphy, Cavecche, Bilodeau ABSENT - Dumitru 1. 4PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS -None 2. PUBLIC COMMENTS -None 3. CONSENT CALENDAR -None 4. REPORTS FROM MAYOR CAVECCHE -None 5. REPORTS FROM COUNCILMEMBERS -None 6. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS -None 7. ADMINISTRATIVE REPORTS Presentation on preferred parking alternatives for two proposed Metrolink Parking Structures. Darrell Johnson, OCTA, noted there is a need for parking to accommodate expanded Metrolink services; and that funding has been identified through Measure M funds: He noted that the projects can be phased, addressing current parking demand in the interim,and there is nothing that would prohibit charging for parking in the future.Barbara Messick provided a power point presentation, reviewing cost estimates and proposed alternatives which include a parking structure with a residential component, a restaurant and market. CITY COUNCIL MINUTES ORANGE, CALIFORNIA Jim Reichert, Economic Development Director, provided a timeline for the proposed project, noting an award of construction bid should be made by March 2011. Steve Carlin, Oxbow Public Market, stated they conducted a preliminary study, indicating the community would benefit from a market downtown. Mayor pro tem Smith reiterated her concern to preserve the historical and architectural integrity of Old Towne -not just with design, but with mass and density. She expressed concern with the 33 foot height, which does not include cars and light standards, and suggested a third alternative to the Lemon Street scheme with a smaller scale. She also asked whether the proposed housing could assist in meeting affordable housing numbers. Council agreed the Lemon Street scheme should be the first priority, but scaled back; and will help an underutilized area of West Orange. Council expressed concern with the width of the proposed West Chapman structure, west of the Depot and the viability of a retail component at that location. 8. REPORTS FROM CITY MANAGER -None 9. LEGAL AFFAIRS -None 10. ADJOURNMENT -The City Council adjourned at 4:15 p.m. Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of a Study Session Meeting of October 13, 2009 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and Main Public Library at 407 E. Chapman Avenue; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting. Page 2
