MINUTES OF A REGULAR MEETING August 25, 2009
The Orange Redevelopment Agency of the City of Orange, California convened on August 25,
2009 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange California.

Time set for joint public hearing of the City Council of the City of Orange and the Board of
Directors of the Orange Redevelopment Agency to consider approval of an Owner Participation
Agreement between Agency and ATC Development, LLC., for the disposition of two Agency-
owned parcels totaling 4,603 square feet to the participant and the conveyance by the Participant
of a 7,317 square foot parcel to the Agency for a future water well site. The property is located
on the Southeast corner of Chapman Avenue and the Santa Ana Freeway (I-

ORA-0502 A Resolution of the Orange Redevelopment Agency approving an
Owner Participation Agreement with ATC Development, LLC, relating to redevelopment of
vacant property generally located on the south side of West Chapman Avenue, east of Rampart Street
in the Orange Merged and Amended Redevelopment

9.2 PROPOSED LEASE OF SANTA FE DEPOT BUILDING - RUBY'S STREAMLINER,
LLC. (RA2100.0 Agr-5459)
Time set for public hearing to consider the proposed lease of the Historic Santa Fe Depot
building at 186 N. Atchison Street in the Orange Merged and Amended Redevelopment Project
area by the Orange Redevelopment Agency to Ruby's Streamliner, LLC.

Director Smith wanted to ensure that any exterior improvements to the building were reviewed
for compliance with historic standards.

Agency did not recess.a. To consider and take possible action upon such other matters as are
orally announced by the General Counsel, Executive Director of the Board of Directors prior to

8:00 p.m.Declaration of the Clerk of the Orange Redevelopment Agency,
Mary E. Murphy, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of
August 25, 2009 at Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the
Main Public Library at 407 E. Chapman; all of said locations being in the City of Orange
and freely accessible to members of the public at least 72 hours before commencement
of said
regular meeting.
