Chapman Avenue, Orange, California. 5:30 P.M. STUDY SESSION 1. REPORTS FROM CITY MANAGER 8. 1Report on Draft Fiscal Year 2009-10 Budget. (C2500.J.1.1) City Manager John Sibley introduced the item. Deputy City Manager Rick Otto revi~we~l a power point presentation, which included a fiscal overview of revenues and expenditures and budget highlights. He noted that the 28 frozen positions are not funded in the proposed. budget. CITY COUNCIL MINUTES ORANGE, CALIFORNIA Mayor Cavecche asked about the Liability Fund at $48,000. Finance Director Rich Jacobs explained that the $48,000 is in addition to funds which have been set aside for current claims which have already been identified. Mayor Cavecche stated she was interested in getting information on a City tow yard; wanted to lay out a process for hiring for the next year; asked that the Council be informed of any vacancies the City Manager intends to fill; and expressed concern that the State may take additional funds from the cities. Mayor pro tem Smith clarified that the Council would need to see what positions are vacant before determining whether it was to be filled. Mayor pro tem Smith asked for a review of Association Dues, suggesting they be cut wherever possible. Councilmember Dumitru reiterated his suggestion to withdraw membership from the California League of Cities. Council discussed the possibility of pulling out of the State League of Cities membership, while retaining the local county membership. Councilmember Murphy suggested maximizing opportunities to increase cash reserves as soon as possible. 9. LEGAL AFFAIRS 10. ADJOURNMENT -The City Council adjourned at 6:40 p.m. Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of an Adjourned Regular Meeting of May 12, 2009 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and Main Public Library at 407 E. Chapman Avenue; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting. f/ ~ ~ M .
