Chapman Avenue, Orange, California. 3:30 P.M. JOINT STUDY SESSION 1. ADMINISTRATIVE REPORTS -None.PA(; F1 CITY COUNCIL MINUTES March 24, 2009 8. REPORTS FROM CITY MANAGER 8.1 Report on the Draft Seven Year Capital Improvement Program Budget for FY 2009-10 to 2015-2016.City Manager John Sibley introduced the item, noting that projects are being funded through sources other than the general fund.Community Services -Marie Knight reviewed continuing CIP projects, noting there were no new CIP projects.Public Works -Joe DeFrancesco reviewed the proposed CIP projects.Councilmember Smith asked why the South Bike Trail and North Bike Trail were being handled by different departments; and wanted to ensure a compatible and seamless transition on the trails.Staff explained there were ,different funding sources for each leg of the trail; but that the departments were working together to ensure the transition.Councilmember Bilodeau indicated there may be funding sources for water well construction.Operating Budget Update Mayor Cavecche indicated the Council is still looking at options for budget reductions to close an $87, 500 gap.Councilmember Smith spoke on the proposed funding for the Sr. Center allocation; indicating she would like to know the possible impacts to the Center before making any determination on funding.Council noted that the Professional Consulting Contract with Townsend Public Affairs is to be reviewed after six months. CITY COUNCIL MINUTES 9. LEGAL AFFAIRS -None. 10. ADJOURNMENT -The City Council adjourned at 4:05 p.m. March 24, 2009 Declaration of City Clerk, Mary E. Murphy, declaring posting of City Council agenda of an adjourned regular meeting of March 24, 2009 at Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the Main Public Library at 407 E.
