MINUTES OF A REGULAR MEETING February 24, 2009
The Orange Redevelopment Agency of the City of Orange, California convened on February 24,
2009 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange California.

7.1 Small Business Assistance (SBA) Loan Program Agreement between the Orange
Redevelopment Agency and Sal Hassan of Hassan & Sons, Inc. for facade, landscaping,
and signage improvements to commercial property located at 2844 North Santiago
Boulevard. (RA2100.0 Agr-
5391)Discussion - Sr. Project Manager, Lisa Kim gave the staff report.
NOTE: Councilmember Bilodeau abstained and left the dais due to conflict of interest.
Mayor Cavecche clarified with staff that the loan follows the established provisions under the
current Agency SBA loan program.

9. PUBLIC HEARINGS
9.1 GRAND STREET APARTMENTS - 124-142 SOUTH GRAND STREET.

Time set for public hearing to consider the periodic rental of residential apartment units in the
two-story, ten-unit apartment building owned by the Orange Redevelopment
Agency, commonly known as 124-142
South Grand Street.Discussion - Sr. Project Manager, Lisa Kim gave the
staff report.Assistant City Attorney, Ted Reynolds stated he had confirmed that if the Agency wanted
to, the Agency was able to adopt a Resolution indicating rental of the apartments be restricted
to senior citizens, 62 years of age or older, and care providers. He also stated that due to the age
of the building, the ADA requirement for elevators does not apply. He further stated
that current tenants would be provided relocation assistance should the City decide to change the use
of the apartment complex, but future tenants would be required to sign a waiver for
relocation benefits.THE MAYOR OPENED THE
PUBLIC HEARING.THERE BEING NO SPEAKERS, THE MAYOR CLOSED THE
PUBLIC HEARING.Councilmember Dumitru stated his opposition to limiting the rental to seniors only as it
could be discriminatory, noting the proximity would be beneficial for service workers ir. the
Old Towne District who could then walk
to work.RESOLUTION
NO. ORA-0497 A Resolution of the Orange Redevelopment Agency approving the periodic
rental of residential apartment units owned by the Orange Redevelopment Agency at 124-
142 South
Grand Street.

10. RECESS TO CLOSED SESSION
NOTE: The Agency did not recess.
a. To consider and take possible action upon such other matters as are orally announced by the
General Counsel, Executive Director of the Board of Directors prior to such recess unless the
motion to recess indicates any of the matters will not be considered in Closed Session.
11. ADJOURNMENT -the Agency adjourned at 7:40 p.m.
Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring
posting of Orange Redevelopment Agency Agenda of a regular meeting of February 24, 2009 at
Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the Main Public Library
at 407 E. Chapman; all of said locations being in the City of Orange and freely accessible to
members of the public at least 72 hours before commencement of said regular meeting.
