Chapman Avenue, Orange California. 4:30 P.M. SESSION 1. ROLL CALL PRESENT - Smith, Murphy, Cavecche, Dumitru, Bilodeau ABSENT - None 2. PUBLIC COMMENTS - None 3. CONSENT CALENDAR 3.1 Request Agency confirmation of warrant registers dated January 22 and 29, 2009.ACTION:Approved.3. 2 Request approval of Redevelopment Agency Minutes, Regular Meeting January 27,2009. (RC2500.D. 4)ACTION:Approved.AGREEMENTS 3.3 First Amendment to Owner's Loan Agreement between the Orange Redevelopment Agency and Gary Mead and Peggy Mead, as Co-Trustees of the Mead Family Trust.RA2100.0 Agr-2391.1)ACTION: 1) Approved the First Amendment to Owner's Loan Agreement; and 2)Authorized the Chairman to execute, and the Agency Clerk to attest, to the First Amendment to Owner's Loan Agreement.REMOVED AND HEARD SEPARATELY)3. 4A Cooperative Agreement No. C-6-0685 between Orange County Transportation Authority and Orange Redevelopment Agency related to maintenance of Orange Transportation Center. (RA2100.0 Agr-5381)Discussion - Project Manager, Barbara Messick provided a staff report.In response to questions from Councilmember Dumitru, staff reported that the Depot building is owned by the Redevelopment Agency, and the Agency is able to do what it wants with the building, including advertising and signage, as long as it meets code requirements.PAGE ORANGE REDEVELOPMENT AGENCY MINUTES February 10,2009 3. CONSENT CALENDAR (Continued) In response to questions from Mayor pro tern Smith, staff clarified that an RFP is being prepared to contract for maintenance services for the Depot, which also includes maintenance of the undercrossing; and that expenses will be borne by the Agency. Mayor pro tern Smith commented on the need to keep commonly used replacement parts available for use, citing the light fixtures as an example; and noted the Transportation Center will be a great asset to the community. ADMINISTRATIVE REPORTS 7.1 Adoption and Implementation of a new Small Business Assistance (SBA) Loan Program providing financial assistance for Green Building Renovation. (C2500.G.1.10) RESOLUTION NO. ORA- 0496 A Resolution of the Orange Redevelopment Agency Amending and restating the Orange Redevelopment Agency's Small Business Assistance Programs for the Orange Merged and Amended Redevelopment Project Area.Discussion - Project Manager, Barbara Messick provided a staff report on this seventh loan program available for small businesses. Council expressed apprehension over the possibility of no-interest loans with a 25% forgiveness clause, especially given the current economy; and that this would be an additional $300,000 over the existing $500,000 loan fund.It was noted, however, that these are redevelopment funds, not general funds, that are used to assist businesses.Council further noted a preference to observe the success of the new Orange Goes Green program prior to implementing this program.MOTION - Cavecche SECOND - Murphy AYES - Smith, Murphy, Cavecche, Dumitru, Bilodeau Moved to table this item for further review.8. ADJOURNMENT - The Agency adjourned at 7:30 p.m.Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring posting of Orange Redevelopment Agency Agenda ofa regular meeting of February 10, 2009 at Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the Main Public Library at 407 E.Chapman; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.L~ M. .
