ORANGE REDEVELOPMENT AGENCY ORANGE, CALIFORNIA
MINUTES OF A REGULAR MEETING March 8, 2011
The Orange Redevelopment Agency of the City of Orange, California convened on March 8,
2011 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange California.
4:30 P.M. SESSION
1. ROLL CALL
PRESENT - Whitaker, Smith, Cavecche, Dumitru, Bilodeau
ABSENT - None
2. PUBLIC COMMENTS — Mr. Wayne King reiterated his requests from the workshop
held on February 22, 2011, for a spread sheet with all Agency transactions since its
inception in 1983, for the Our Orange City magazine to include information on the
Redevelopment Agency, and an updated map of the blighted zones in Orange.
3. CONSENT CALENDAR
3.1 Confirmation of warrant registers dated February 17 and February 24, 2011.
ACTION: Approved.

3.2 Redevelopment Agency Minutes, Regular Meeting of February 22, 2011 and Study
Session of February 22, 2011.

Moved to approve the minutes of the Regular Meeting; and continue the minutes of the
Study Session to the meeting of March 22, 2011.
3.3 First Amendment to Cooperative Agreement No. C -9 -0243 Between the Orange
County Transportation Authority, the City of Orange, and the Orange
Redevelopment Agency for Parking Capacity Expansion at the Orange
Transportation Center. (RA2100.0 Agr- 5437.1)

ACTION: Approved First Amendment to Cooperative Agreement No. C -9 -0243; and
authorized the Chairman and Clerk to execute the Amendment on behalf of the Agency.

Item 3.2 was removed and heard separately. All other items on the Consent Calendar
were approved as recommended.

4. REPORTS FROM DIRECTORS —
Director Dumitru — Requested justification of funding of several City staff positions using
Redevelopment funds.
Director Bilodeau stated that most cities fund one, or a portion of a few positions, and agreed
that Orange's partial funding of 67 positions using redevelopment monies needs to be reviewed.

7. ADMINISTRATIVE REPORTS
7.1 Commitment of Housing Set -Aside funds for the proposed Serrano Woods
Apartments to be located at 1820 East Meats Avenue. (C2500.G.1.9)

Moved to: 1) Authorize the Executive Director to execute the letter regarding the Loan
Commitment of Housing Set -Aside funds in the amount of $7,145,234 for the proposed Serrano
Woods Apartments; and 2) Authorize the transfer of $7,145,234 from unreserved fund balance in
the Orange Merged Housing Fund (Fund 941) to Housing Loan Programs (Fund 913) and
appropriate funds in the amount of $7,145,234 to account 913.9810.56571.20090 (Housing Loan
Serrano Woods — East Meats Project).
7.2 Commitment of Housing Set -Aside funds for the proposed Santa Ines Senior Villas
to be located at 184 North Prospect Street. (C2500.G.1.9)
Discussion — Sr. Housing Manager Mary Ellen Laster gave the staff report. She stated that the
entitlements will be on the Redevelopment agenda of March 22, 2011; and that the commitment
letter is based on approval of the entitlements.
Speakers — Scott Choppin, Urban Pacific Developers, representing applicant.
Director Bilodeau requested the item be heard with the public hearing on the project at the next
meeting.

Moved to continue to March 22, 2011 at 4:30 p.m. Mayor Cavecche asked that Council be
briefed before the next meeting.
8. LEGAL AFFAIRS - None
9. RECESS TO CLOSED SESSION —
NOTE: The Agency did not recess.
a. To consider and take possible action upon such other matters as are orally announced by the
General Counsel, Executive Director of the Board of Directors prior to such recess unless the
motion to recess indicates any of the matters will not be considered in Closed Session.
10. ADJOURNMENT — The Agency adjourned at 7:50 p.m.
Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring posting
of Orange Redevelopment Agency Agenda of a regular meeting of March 8, 2011 at Orange Civic
Center kiosk, Police facility at 1107 North Batavia, and the Main Public Library at 407 E.
Chapman; all of said locations being in the City of Orange and freely accessible to members of the
public at least 72 hours before commencement of said regular meeting.
