Chapman Avenue, Orange, California. 3:00 P.M. STUDY SESSION 1. OPENING 1.3 ROLL CALL PRESENT - Smith, Murphy, Cavecche, Dumitru, Bilodeau ABSENT - None 1. 4PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS -None 2. PUBLIC COMMENTS -None 3. CONSENT CALENDAR -None 4. REPORTS FROM MAYOR CAVECCHE -None 5. REPORTS FROM COUNCILMEMBERS -None 6. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS -None 7. ADMINISTRATIVE REPORTS -None 8. REPORTS FROM CITY MANAGER 8. 1Proposed 2010-11 Budget. Finance Director Rich Jacobs provided a power point presentation, reviewing revenue projections for FY 10- 11.Deputy City Manager Rick Otto reviewed the projected gap between revenues and expenditures and methods for funding that gap.Page CITY COUNCIL MINUTES -STUDY SESSION April 27, 2010 8. REPORTS FROM CITY MANAGER (Continued) City Manager John Sibley provided a status on labor negotiations, reporting that each bargaining group has a targeted number to assist in reaching a $6.2 million reduction. He noted the Fire Union received a 6% contractual raise on March 1St because even though the city tried, the city was unsuccessful in negotiating a change in that raise. The Fire Department is now looking at operational adjustments to secure their operational savings of $1.5 million, which include cross staffing the squad at Station 6, moving a staff captain into a suppression relief position, and a 5% furlough ofnon-suppression staff.Mr. Sibley further reported the city was optimistic that savings could be achieved to cover the shortfall through continued wage and benefit negotiations with the labor unions. However, if agreements are not reached, other budget reduction measures will have to be considered,including service reductions and the elimination of currently filled positions. This is the course the city will continue on until a balanced budget is achieved.Councilmember Murphy confirmed staff recommendations will come back to Council for final action.9. LEGAL AFFAIRS - None 10. ADJOURNMENT -The City Council adjourned at 3:30 p. m.Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Study Session Agenda of April 27, 2010 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and Orange Public Library at 407 E. Chapman Avenue; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting.
