MINUTES OF A REGULAR MEETING November 9, 2010
The Orange Redevelopment Agency of the City of Orange, California convened on November 9,
2010 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange California.

7. ADMINISTRATIVE REPORTS
7.1 Consultant Services Agreement between the Orange Redevelopment Agency and
LPA, Inc. to provide Architectural Design and Engineering Services for the proposed
Metrolink Parking Structures Project. (RA2100.0 Agr-
5655)Discussion -Mayor pro tem Smith stated the need to provide extensive publicity of
the community meetings, and should include local residents, representatives from
Chapman University, the Orange Barrio Historic Society, Local Merchants in the Plaza area, neighbors
to the project, OTPA, the Old Towne Parking Committee, Downtown Merchants Association,
and staff from the Police, Fire, and Community Services
Departments.Council stated concerns about inclusion of residential units due to traffic issues and impacts
to the quality of life; but rather preferred financially viable commercial elements to cover the
costs of maintaining the
structure.MOTION -

Moved to approve and authorize the Chairman and Agency Clerk to execute the Consultant
Services Agreement for architectural design and engineering services for the Metrolink Parking
Structures Project.
7.2 Award of Contract to Alley Cat Development, Inc. of Huntington Beach for the
construction of certain upgrades and repairs to the Santa Fe Depot Building located at 186
North Atchison Street. (RA2100.0 Agr-
5656)Discussion -Mayor pro tem Smith stated the need to adhere to the Historic Building Code
for any upgrades or repairs, including handicap ramps in the parking lot; and verified that theCity'
s Historic Planner is involved in the
project.Mayor Cavecche verified that staff was confident of the selection of this contractor as the
bid amount was considerably lower than other
contractors.MOTION -

Moved to 1) Appropriate $110,000 from the unreserved fund balance of the
Northwest/Southwest Merged 2003 Taxable Bond (Fund 942) to account 942.9810.56015.09006
Santa Fe Depot Building Improvements);
2) Award contract to Alley Cat Development, Inc. of Huntington Beach in the amount of
189,609 (comprised of the $164,877 bid amount and 15% contingency of $24,732); and
3) Authorize the Chairman and the Agency Clerk to execute the contract on behalf of the
Agency.

9. RECESS TO CLOSED SESSION
NOTE: The Redevelopment Agency did not recess to a Closed Session for the following
purposes:
a. Conference with Legal Counsel-Initiation of
Litigation Initiation of litigation pursuant to subdivision (c) of California Government Code
Section54956.9: One potential
case.b. To consider and take possible action upon such other matters as are orally announced by
the General Counsel, Executive Director of the Board of Directors prior to such recess unless
the motion to recess indicates any of the matters will not be considered in Closed
Session.10. ADJOURNMENT -The Agency adjourned at5:45p.
m.Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring
posting of Orange Redevelopment Agency Agenda of a regular meeting of November 9, 2010 at
Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the Main Public Library at 407
E.Chapman; all of said locations being in the City of Orange and freely accessible to members of
the public at least 72 hours before commencement of said regular
meeting.MA
