Chapman Avenue, Orange California. 4:30 P.M. SESSION 1. ROLL CALL PRESENT - Smith, Murphy, Cavecche, Dumitru, Bilodeau ABSENT - None 2. PUBLIC COMMENTS -NONE 3. CONSENT CALENDAR 3.1 Confirmationof warrant registers dated July 8, 13 and 15, 2010.NOTE: Mayor pro tem Smith recorded an abstention on this item.ACTION: Approved. 3.2 RedevelopmentAgency Minutes, Regular Meeting of July 13, 2010. (RC2500.D.4)NOTE: Mayor pro tem Smith recorded an abstention on this item as she was not at the July 13t" meeting.ACTION: Approved. ADMINISTRATIVE REPORTS 7.1 Fourth Amendment to Loan Agreement with 234 West Chapman, LLC, for a loan modification to defer payment for one additional year and extend the loan term from 16 years to 20 years and incorporate terms for a new loan to 234 West Chapman, LLC, in the amount of $500,000 to perform certain seismic-related work at the Vineland Hotel property (Wahoo's). (RA2100.0 Agr- 5286.4)Discussion -Economic Development Director Jim Reichert gave the staff report.Mayor Cavecche clarified with staff that the percentage of contributions of the various funding sources for this project are similar to two other recent projects -the former Sir Wicket building and the Zirkle Building - in the Old Town area.Mayor pro tem Smith stated her concerns that the architect for the building renovation needs to be an historic expert with a good track record of historic preservation.Mr. Mingo Lee, representing 234 West Chapman LLC, stated Susan Secoy is the architect on record as of that day, and discussions are ongoing with Doug Ely for architectural services.Discussion ensued regarding conditions and negotiations that would have to take place if the property were sold.Mayor pro tem Smith expressed concern with protecting agency funds in the event of a sale, and also with the fact that discussions are still ongoing with a historic preservation specialist.RESOLUTION NO. ORA-0520 A Resolution of the Orange Redevelopment Agency approving a fourth amendment to Loan Agreement with 234 West Chapman, LLC, A California Limited Liability Company, respectively,relating to redevelopment of property commonly known as 234-238 W. Chapman Avenue in the Orange Merged and Amended Redevelopment Project Area. ADJOURNMENT -The agency adjourned at 8:40p. m.Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of July 27, 2010 at Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the Main Public Library at 407 E.
