MINUTES OF A REGULAR MEETING April 13, 2010
The Orange Redevelopment Agency of the City of Orange, California convened on April 13,
2010 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange California.

3. CONSENT CALENDAR
3.1 Confirmation of warrant registers dated March 18, 25, and April 1, 2010.
ACTION: Approved.
3.2 Redevelopment Agency Minutes, Regular Meeting of March 23, 2010.
ACTION: Approved.
3.3 Final Acceptance of Bid No. 089-27; Royer Building Improvements Project -
Alley Cat Construction, Inc. (No staff report required.) (RA2100.0
Agr-5433)ACTION: Accepted public work improvements, authorize release of
Western Surety Company, Bond No. 70752028 in the amount of $84,477.00 and authorized
the Chairman and Agency Clerk to execute the Notice
ofCompletion.3.4 Approval of a 24-month time extension to City Town Center Parking Parcel,
L.P. to construct certain parking lot improvements to serve the adjacent
City Town Center development. (
RA2100.0 Agr-5282)ACTION: Approve the terms and provisions of the Notice
of Release of Covenants,Conditions and Restrictions, the Agreement
Containing Covenants Affecting Real Property, the Amended and Restated Promissory Note Secured by Deed

7.1 Consultant Services Agreement between the Orange Redevelopment Agency and
Griffin Structures, Inc. to provide project management and construction management
services for the proposed Metrolink Parking Structures. (RA2100.0 Agr-

Moved to approve and authorize the Chairman and Agency Clerk to execute the Consultant
Services Agreement between the Orange Redevelopment Agency and Griffin Structures, Inc. for
Project Management and Construction Management Services for the Metrolink Parking
Structures.
7.2 Report on modifications to the Small Business Assistance Programs within the
Orange Merged and Amended Redevelopment Project Area. (C2500.G.1.10)
Mayor Cavecche clarified that the City's Loan Committee will include Government Affairs
Manager Irma Hernandez to replace the Economic Development Department's representative
which will serve to balance the committee.

9. RECESS TO CLOSED SESSION
NOTE: The Agency did not recess.
a. To consider and take possible action upon such other matters as are orally announced by the
General Counsel, Executive Director of the Board of Directors prior to such recess unless the
motion to recess indicates any of the matters will not be considered in Closed Session.
10. ADJOURNMENT -The Agency adjourned at 7:40 p.m.
Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring
posting of Orange Redevelopment Agency Agenda of a regular meeting of April 13, 2010 at
Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the Main Public
Library at 407 E. Chapman; all of said locations being in the City of Orange and freely
accessible to members of the public at least 72 hours before commencement of said regular
