The City Council of the City of Orange, California convened on May 25, 2010 at 4:30 p.m. in a
Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California.

All items on the Consent Calendar are considered routine and are enacted by one
motion approving the recommended action listed on the Agenda. Any member of the
City Council, staff or the public may request an item be removed from the Consent
Calendar for discussion or separate action. Unless otherwise specified in the request to
remove an item from the Consent Calendar, all items removed shall be considered
immediately following action on the remaining items on the Consent Calendar.
3.1 Confirmation of warrant registers dated May 6 and 13, 2010.

for relinquishment of easement for sewer facilities and transfer of ownership of sewer
lines and
facilities.3.8 Fourth Amendment to Agreement No. 5074 between the City and Videocam,
Inc.formally known as Metzger Enterprises) to provide electrical, sound, lighting

3.12 Amend the City's Wells Fargo Bank, N.A. banking contract to include outsourced
payment processing for Utility Billing. (A2100.0 Agr-5372.
A)ACTION: Approved the agreement with Wells Fargo Bank, N.A. for
outsourcing payment processing for an annual amount, not to exceed $30,000, and authorized
the Mayor and City Clerk to execute the agreement on behalf of the
City.
PARKING3.13 Approval of NO FEE parking permits in Municipal Parking Lot Number 2
on South Orange Street for the Assistance League of Orange (10), and First
United Methodist Church (2). (54000.5.3.1.
2)ACTION: Approved the request and issue the parking permits to be valid from July
1,2010 thru December 31, 2010; and January 1, 2011 thru June 30,
2011.

Dumitru requested information be provided to Council on discussions between the
County of Orange, City of Orange, LAFCO and Orange Park Acres representatives on possible
annexation procedures.Mayor
Cavecche requested this information also include the sequence of events for annexation procedures
in general.Councilmember
Dumitru requested an item be agendized for the June 8th Council meeting in support
of businesses from Arizona coming to the City of Orange to do business, as well as tourists
from Arizona coming to Orange while visiting the southland; and in support of the Orange
Police Department enforcing the California Penal Code which allows immigration status
to be checked.6.

1Update on South Sunrise Little League Communications.Discussion -
City Attorney David DeBerry informed that this item will be on the June 8th agenda
at 4:30p.m. for Council consideration; Council briefings will take place prior to the meeting;
and the administrative record, which includes the Mitigated Negative Declaration, is being
compiled and will be provided to Council and the South Sunrise Little League representatives
as soon as possible.9.

The City Council recessed at 5:30 p.m. to a Closed Session for the following purposes:

12. ADJOURNMENT -The City Council adjourned at 7:00 p.m. There was no 7:00
p.m. Session. The next Regular Council Meeting is scheduled for June 8, 2010 at 4:30 p.m.
Declaration of City Clerk, Mary E. Murphy, declaring posting of City Council agenda of a
regular meeting of May 25, 2010 at Orange Civic Center kiosk, Police facility at 1107 North
Batavia, and the Main Public Library at 407 E. Chapman; all of said locations being in the City
of Orange and freely accessible to members of the public at least 72 hours before commencement
of said regular meeting; and available at the Civic Center City Clerk's Office.
