City of Orange
Planning Commission
December 01, 2025
The Planning Commission of the City of Orange, California convened on December 1, 2025,
at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Vejar called the meeting to order at 5:35 p.m.
1.1 PLEDGE OF ALLEGIANCE
Chair Vejar led the flag salute.
1.2 ROLL CALL
Present: Leslie, Maldonado, Tucker, McCormack, and Velar
Absent: Martinez, and Vazquez
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.
3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular
Meeting held on November 3, 2025.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Commissioner McCormack, seconded by Commissioner
Tucker, to approve the Consent Calendar. The motion carried by the following vote:
Ayes: Leslie, Maldonado, Tucker, McCormack, and Velar
Noes: None
Absent: Martinez, and Vazquez
4. PUBLIC HEARINGS
4.1. Public Hearing to consider a request to allow the sale of beer, wine, and distilled
spirits at a new restaurant with an outdoor patio located at 763 S. Main Street,
Suite 200A and finding of CEQA Exemption.

Planning Technician, Alyssa Jurkevics, presented a summary of the proposed project.
Staff confirmed Conditions 8 and 10 of the proposed Resolution could be revised to
also prohibit the sale of distilled spirits for off site use.
Chair Vejar opened the public hearing at 5:42 p.m.
There being no public speakers, Chair Vejar closed the public hearing at 5:43 p.m.
Commissioner Vejar re-opened the public hearing at 5:43 p.m. and the applicant
verified each restaurant in the space has its own ABC license.
Commissioner Vejar re-closed the public hearing at 5:44 p.m.
A motion was made by Commissioner Tucker, seconded by Vice Chair Leslie to:
1. Adopt Planning Commission Resolution No. 13-25. A Resolution of the Planning
Commission of the City of Orange approving Conditional Use Permit No. 25-0045, to
allow the sale of beer, wine, and distilled spirits for on-site consumption in conjunction
with a new State of California Department of Alcoholic Beverage Control Type 47
License (On Sale General - Eating Place) located at 763 S. Main Street, Suite 200A.
2. Find the request categorically exempt from the California Environmental Quality Act
CEQA) in accordance with Section 15301 (Class 1 - Existing Facilities) of the State
CEQA Guidelines.
The motion carried by the following vote:
Ayes: Leslie, Maldonado, Tucker, McCormack, and Velar
Noes: None
Absent: Martinez, and Vazquez
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 5:46 p.m.
The next Regular Planning Commission Meeting will be held on Monday, December
15, 025 at 5:30 p.m., in the Council Chamber.
