MINUTES
City of Orange
Design Review Committee
September 03, 2025
The Design Review Committee of the City of Orange, California convened on September 3,
2025, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Chair Skorpanich called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Committee Member Adrienne Gladson led the flag salute.
1.2 ROLL CALL
Present: Farfan, McDermott, Lopez, Gladson, and Skorpanich
Absent: Grosse, and Ledesma
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
3.1. Approval of minutes of the City of Orange Design Review Committee Regular
Meeting held on August 6, 2025.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
Item 3.2 was removed from the Consent Calendar. All other items were approved as
recommended.
A motion was made by Committee Member McDermott, seconded by Committee
Member Lopez, to approve the Consent Calendar as recommended. The motion
carried by the following vote:
Ayes: Farfan, McDermott, Lopez, Gladson, and Skorpanich
Noes: None
Absent: Grosse, and Ledesma

3.2. A request to establish a new master sign program for an industrial business
center located at 1570-1594 N. Batavia Street (Design Review No. 25-0023).
Item 3.2 was inadvertently removed from the Consent Calendar by Chair Skorpanich.
A motion was made by Chair Skorpanich, seconded by Committee Member
McDermott, to approve Design Review No. 25-0023. The motion carried by the
following vote:
Ayes: Farfan, McDermott, Lopez, Gladson, and Skorpanich
Noes: None
Absent: Grosse, and Ledesma
4. NEW BUSINESS
4.1. A request to install a new blade sign on a building located in the Old Towne
Orange Historic District located at 394 W. Chapman Avenue (Design Review No.
25-0008).
Public Speakers:
The following spoke in opposition of the project:
Diana Zdenek (representing Old Towne Preservation Association).
A motion was made by Committee Member Gladson, seconded by Committee Member
McDermott, to approve Design Review No. 25-0008 with staff recommended conditions
and the following additional conditions:
The applicant will work with staff to either remove the faux neon from the sign or
replace it with a real neon border.
The applicant shall work with staff to reduce the LED backlit panel Kelvin rating to a
range between 2,700 and 3,000.
The motion carried by the following vote:
Ayes: Farfan, McDermott, Lopez, Gladson, and Skorpanich
Noes: None
Absent: Grosse, and Ledesma
4.2. A request to construct a new detached garage at the rear of a single-family home
in the Old Towne Historic District located at 150 S. Parker Street (Design Review
No. 25-0017).
Public Speakers:
The following spoke on behalf of the project;
Alex Benavides, Applicant.
The following spoke in opposition of the project:
Diana Zdenek (representing Old Towne Preservation Association).
During deliberation Committee Members discussed site design and expressed to the
applicant that in light of the loss of the original structure, preference should be given to

replacement structures located in their original configuration to conform to the historic
pattern of development. The Committee also discussed appropriate application of
subordinant height requirements, the materials of doors and exterior finishes, and
future site lighting.
A motion was made by Chair Skorpanich, seconded by Committee Member Gladson,
to continue Design Review No. 25-0017 to the November 19, 2025 Regular meeting, to
allow the applicant time to make revisions to the plans.
The motion carried by the following vote:
Ayes: Farfan, McDermott, Lopez, Gladson, and Skorpanich
Noes: None
Absent: Grosse, and Ledesma
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:26 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday,
September 17, 2024 at 5:30 p.m., in the Council Chamber.
