HomeMy WebLinkAbout08-20-2025 Minutes DRCAPPROVED BY THE DESIGN REVIEW COMMITTEE ON NOVEMBER 19, 2025 MINUTES City of Orange Design Review Committee August 20, 2025 The Design Review Committee of the City of Orange, California convened on August 20, 2025, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Skorpanich called the meeting to order at 5:30 p.m. 1.1 PLEDGE OF ALLEGIANCE Committee Member Lopez led the flag salute. 1.2 ROLL CALL Present: Farfan, McDermott, Grosse, Ledesma, Lopez, Gladson, and Skorpanich Absent: None 2. PUBLIC COMMENTS None. 3.NEW BUSINESS 3.1. Approval of a master sign program for the First Presbyterian Church of Orange administration building located at 191 N. Orange Street. Public Speakers: The following spoke on behalf of the project: Jon Newman, Applicant. After discussion, a motion was made by Vice Chair Farfan, seconded by Committee Member McDermott, to approve Entitlement No. 25-0029 with the following conditions: 1. Maximum lighting temperature is to be 3,000 Kelvin or less. 2. The Master Sign Program shall conform to the Historic Preservation Design Standards. A note is to be placed on the master sign program that all proposed signs shall conform to the Historic Preservation Design Standards. 3. The language in the Master Sign Program is to be changed to be gender neutral. The motion carried by the following vote: Ayes: Farfan, McDermott, Grosse, Ledesma, Lopez, Gladson, and Skorpanich Noes: None Absent: None Page 1 of 2 Design Review Committee Minutes August 20,2025 3.2. A request to add 305 square feet to a non-contributing single-family home in the Old Towne Historic District located at 412 S. Pixley Street. (Design Review No. 5146). Public Speakers: The following spoke on behalf of the project: Mark Dwyer, Applicant. After discussion, a motion was made by Committee Member McDermott, seconded by Committee Member Gladson, to recommend approval of Design Review No. 5146 to the Zoning Administrator with the following conditions: 1. The proposed Hardie plank siding be provided in a smooth finish instead of the proposed rough finish. 2. All of the proposed turf/grass areas on the landscape plan be replaced with new turf/grass. The motion carried by the following vote: Ayes: Farfan, McDermott, Grosse, Ledesma, Lopez, Gladson, and Skorpanich Noes: None Absent: None 4. ADJOURNMENT There being no further business, the meeting was adjourned at 6:05 p.m. The next Regular Design Review Committee meeting will be held on Wednesday, September 3, 2025 at 5:30 p.m., in the Council Chamber.
