A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE APPROVING
THE TEMPORARY CLOSURE OF
SECTIONS OF PUBLIC STREETS FOR
APPROVED SPECIAL EVENTS.
WHEREAS,Vehicle Code Section 21101(e)authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the City Council, the closure is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closure; and
WHEREAS,the City's Community Services Department,Orange Chamber of Commerce
Foundation, Assistance League of Orange—Orange Blossoms, Orange International Street Fair,
Inc., and Rotary Club of Orange Plaza have requested temporarystreet closures to accommodate
several special events in the streets.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange as
follows:
CELEBRATE ORANGE -MAY PARADE — ORANGE CHAMBER OF COMMERCE
FOUNDATION:
Section I:
That Chapman Avenue be closed from Grand Street to Lemon Street and that Glassell
Street be closed from Maple Avenue to Almond Avenue and that Orange Street from 155 N.
Orange Street to 123 S. Orange Street and that from Olive Street from 114 N.Olive Street to 115.S.
Olive Street from 4:00 A.M. on Saturday, May 2, 2026, through 6:00 P.M. on Sunday, May 3,
2026.
That Chapman Avenue be closed from Cambridge Street to Cypress Street; that Pine,
Harwood, and Shaffer Streets be closed from Maple Avenue to Almond Avenue; that Cleveland
Street be closed from Maple Avenue to Chapman Avenue; that Center Street be closed from
Chapman Avenue to Almond Avenue; that Grand Street be closed from Maple Avenue to
Chapman Avenue; that Orange Street be closed from Maple Avenue to Almond Avenue; that
Glassell Street be closed from Maple Avenue to Washington Avenue; that Olive Street be closed
from Maple Avenue to Almond Avenue; that Lemon Street be closed from Maple Avenue to
Almond Avenue; and that Cypress Street be closed from Maple Avenue to Almond Avenue from
4:00 A.M. to approximately 1:00 P.M. on Saturday, May 2, 2026.
Section II:
That before said closure shall occur Orange Chamber of Commerce Foundation shall
comply with allterms and conditions contained in the preapproved Agreement.
Section III:
That Orange Chamber of Commerce Foundation shall notify area residents and businesses
of the eventand temporary street closure in accordance with the conditions contained in the
preapproved Agreement.
CELEBRATE ORANGE—TASTE OF ORANGE—ASSISTANCE LEAGUE OF ORANGE
ORANGE BLOSSOMS:
Section I:
That Chapman Avenue be closed from Grand Street to Lemon Street and that Glassell
Street be closed from Maple Avenue to Almond Avenue and Orange Street from 155 N. Orange
Street to 123 S. Orange Street that from Olive Street from 114 N. Olive Street to 115. S.Olive Street
from 4:00 A.M. on Saturday,May 2, 2026, through 6:00 P.M. on Sunday, May 3, 2026. And;
That dedicated on-street parking on the west side of South Orange Street (adjacent to
Municipal Lot 2).
Section II:
That before said closure shall occur, the Assistance League of Orange-Orange Blossoms
shall comply with allterms and conditions contained in the preapproved Agreement.
Section III:
That The Assistance League of Orange—Orange Blossoms shall notify area residents and
businesses of the event and temporary street closure in accordance with the conditions contained
in the preapproved Agreement.
CELEBRATE ORANGE-PLAZA CAR SHOW—ROTARY CLUB OF ORANGE PLAZA:
Section I:
That Chapman Avenue be closed from Grand Street to Lemon Street and that Glassell
Street be closed from Maple Avenue to Almond Avenue and that Orange Street from 155 N.
Orange Street to 123 S. Orange Street and Olive Street from 114 N. Olive Street to 115. S. Olive
Street from 4:00 a.m. on Saturday May 2, 2026 through 6:00 p.m. Sunday, May 3, 2026.
Section II:
That before said closure shall occur, The Rotary Club of Orange Plaza shall comply
with allterms and conditions contained in the preapproved Agreement.
Section III:
That Rotary Club of Orange Plaza shall notify area residents and businesses of the event

and temporary street closure in accordance with the conditions contained in the preapproved
Agreement.
ANNUAL OLD TOWNE ORANGE CHILI COOK OFF—ROTARY CLUB OF ORANGE:
Section I:
That Cypress Street be closed from Chapman Avenue to Maple Avenue from 6:00 a.m. to
6:00 p.m. on Saturday, June 20, 2026.
ORANGE INTERNATIONAL STREET FAIR, INC.:
Section I:
That Chapman Avenue be closed from Grand Street to Lemon Street and that Glassell
Street be closed from Maple Avenue to Almond Avenue and Orange Street from 155 N. Orange
Street to 123 S. Orange Street from 2:00 A.M. on Thursday, September 3, 2026, through 7:00
A.M. on Monday, September 7, 2026.
Section II:
That before said closure shall occur, Orange International Street Fair, Inc. shall comply
with all terms and conditions contained in the preapproved Agreement.
Section III:
That Orange International Street Fair, Inc. shall notify area residents and businesses of the
event and temporary street closure in accordance with the conditions contained in the preapproved
Agreement.
TREATS IN THE STREETS AUTUMN FESTIVAL—CITY OF ORANGE COMMUNITY
SERVICES:
Section I:
That the southeast quadrant of the Plaza be closed from 5:00 A.M. to 11:30 P.M. on
Thursday, October 29, 2026.
Section II:
That Chapman Avenue be closed from Grand Street to Lemon Street, and that Glassell
Street be closed from Maple Avenue to Almond Avenue and Orange Street from 155 N. Orange
Street to 123 S. Orange Street from 1:00 P.M. to 11:30 P.M. on Thursday, October 29, 2026.
Section III:
That before said closure shall occur,the Community Services Department,with assistance

from Orange Police and Public Works Departments, shall provide all signing, barricades, and
traffic control necessary for the closure acceptable to the City.
Section IV:
That the Community Services Department shall notify area residents, businesses, and
OCTA of the event and temporary street closure and parking removal in accordance with the Police
Department's directions.
TREE LIGHTING CEREMONY & CANDLELIGHT PROCESSION — CITY OF
ORANGE COMMUNITY SERVICES:
Section I:
That the northeast quadrant of the Plaza be closed from 2:00 A.M. Sunday, December 6,
2026, until 10:00 A.M. on Monday, December 7, 2026.
Section II:
That Chapman Avenue be closed from Grand Street to Lemon Street and that Glassell Street
be closed from Maple Avenue to Almond Avenue and Orange Street from 155 N. Orange Street
to 123 S. Orange Street from 2:00 A.M. to 11:30 P.M., Sunday, December 6, 2026.
Section III:
That before said closure shall occur,the Community Services Department with assistance
from Orange Police and Public Works Departments shall provide all signing,barricades,and traffic
control necessary for the closure acceptable to the City.
Section IV:
That the Community Services Department shall notify area residents, businesses, and
OCTA of the event and temporary street closure and parking removal in accordance with the Police
Department's direction.
