2025 LOCAL APPOINTMENTS LIST
Pursuant to Government Code Section § 54972, the following Local Appointments List is posted on an
annual basis by December 31. The list contains names and terms of office for appointments to all
regular Boards, Commissions, and Committees which are appointed by the City Council.
Note: The names on this list are subject to change based on term expirations and resignations that occur during
the year. Further information regarding these vacancies may be obtained by calling the City Clerk's Office at
714) 744-5500 or visiting the City's website: www.cityoforange.org.
AUDIT ADVISORY COMMITTEE
Qualifications: The Committee shall consist of seven (7) members whose primary residence or
primary place of employment is in the City of Orange. The City Treasurer and Finance Director, or
their designee, shall serve as advisory non-voting members. Committee members shall have
business-related experience, and the designation of Certified Public Accountant (CPA) is desirable.
Duties are set forth in Section 2.50.020 of the Orange Municipal Code.
If appointed, members are required to file Form 700. AB1234 Ethics Education and AB1661 Sexual
Harassment Avoidance Training certificates are also required.
Terms of Office: The term of office shall be two (2) years.
Meetings: Meetings are held the first Thursday of February and October at 5:30 p.m.

COMMUNITY DEVELOPMENT BLOCK GRANT CDBG PROGRAM COMMITTEE
Qualifications: The CDBG Program Committee shall consist of seven (7) members whose primary
residence is in the City of Orange. Members should show an interest in and have knowledge of
housing and community development issues, especially as they relate to affordable housing and
public service for residents of low and moderate income.
If appointed, members are required to file Form 700. AB1234 Ethics Education and AB1661 Sexual
Harassment Avoidance Training certificates are also required.
Terms of Office: The term of office shall be two (2) years.
Meetings: Meetings are held on the second Thursday of February and March at 6:00 p.m.

City of Orange 2025 Local Appointments List
ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES
Qualifications: The Board shall consist of five (5) members whose primary residence is in the City of
Orange. Trustees shall have an understanding and appreciation of the role of the public library in the
community and in a democracy. Trustees should be library users and should value books and
information delivery. (Education Code 18910)
If appointed, members are required to file Form 700. AB1234 Ethics Education and AB1661 Sexual
Harassment Avoidance Training certificates are also required.
Terms of Office: The term of office shall be for three (3) years (Education Code 18911).
Meetings: Meetings are typically held on the third Monday of each month at 3:30 p.m. (Determined
at its June annual meeting per Board of Trustees By-Laws.)

PARK PLANNING AND COMMUNITY EVENTS COMMISSION
Qualifications: The Commission shall consist of seven (7) members who shall have their primary
residence in the City of Orange. Commissioners shall have knowledge of sports complexes and/or
park development, and knowledge of City-sponsored events. Duties are set forth in Chapter 2.60 of
the Orange Municipal Code.
If appointed, members are required to file Form 700. AB1234 Ethics Education and AB1661 Sexual
Harassment Avoidance Training certificates are also required.
Terms of Office: The term of office shall be for four (4) years (OMC 2.60.030).
Meetings: Meetings are held on the third Tuesday of January, March, May, July, September, and
October at 5:30 p.m.

TRAFFIC COMMISSION
Qualifications: The Commission shall consist of seven (7) members who shall have their primary
residence in the City of Orange. Members review matters of traffic and transportation planning,
requests for speed limit increase or decreases, complaints concerning traffic safety conditions, and
other general duties as set forth in Chapter 10.06 of the Orange Municipal Code. City Traffic
Commission duties are considered as advisory to the City Council.
If appointed, members are required to file Form 700. AB1234 Ethics Education and AB1661 Sexual
Harassment Avoidance Training certificates are also required.
Terms of Office: The term of office shall be four(4) years (OMC 10.06.020).
Meetings: Meetings are held on the second Wednesday of February, April, June, August, October,
and December at 5:30 p.m.

Qualifications for membership, purpose, compensation, and meeting information for specified City
Boards, Commissions, and Committees approved by Resolution No. 11536.
Pursuant to OMC Chapter 2.55.010, members of boards, commissions and committees may serve no
more than 12 consecutive years on the board, commission or committee to which they are appointed.
No member of a board, commission, or committee who has served 12 consecutive years shall be
eligible for reappointment to the same board, commission or committee prior to the passage of a two-
year interval.
