January 10, 2025 Mr. Larry Tay, P.E.,T.E., P.T.O.E. City Traffic Engineer City of Orange Public Works Department 300 E.Chapman Avenue Orange, California 92866 RE: Proposal for On-Call Traffic Engineering Services for the City of Orange Dear Mr.Tay: AGA Engineers, Inc. (AGA) is responding to the City of Orange's Request for Proposal for On-Call Traffic Engineering Services. This proposal is based on previous projects AGA staff has completed for the City and our extensive experience providing on-call traffic engineering services for many agencies in Southern California. AGA was founded in 2020 by Mr. Chalap K. Sadam, former Vice President and co-founder of Albert Grover & Associates, which was founded in 1993. The new company was formed after the passing of the founder and CEO, Mr.Albert Grover. After acquiring certain assets from Albert Grover&Associates, and under the leadership of Mr. Sadam, AGA has retained a similar culture and the practices that made our transition seamless to all our clients—largely due to retention of our core team of senior and professional staff who worked under the former company. Our engineers bring more than 30 years of their expertise and experience to AGA allowing us to continue to successfully work for our clients. We are a full-service traffic engineering consulting firm whose engineering staff has been providing on-call traffic engineering and field support services to municipalities for nearly 30 years and to the City of Orange since 2021. We have the ability to provide all traffic and transportation engineering services the City may need in an expeditious and cost-effective manner. AGA can provide the City with assistance in the areas of traffic signal design, various types of traffic studies and analyses, plan checking services, grant application support and project administration, traffic signal and communications design, ITS design, traffic signal timing and coordination studies, traffic counts and data collection, and other associated traffic engineering services. AGA's key staff members are seasoned professionals who have worked for public agencies which provides them with a unique understanding of the desires and needs of a city so that we "get it right" the first time. The attached proposal describes the AGA team's traffic, transportation and civil engineering knowledge and background, highlights our municipal experience, provides agency references, staff resumes, and details our understanding of the types of traffic engineering services that the City may need. In addition, to providing traditional on-call traffic engineering services to municipalities, we are recognized for our considerable expertise in the planning, design, and operation of complex traffic control and ITS systems. Over the past few years, AGA staff has created synchronized traffic signal timing plans for thousands of traffic signals and arterial corridors in Orange County while working for OCTA as well as most cities in Orange County. AGA's engineers and technicians don't just monitor and maintain traffic signal systems and timing. Our staff is trained to identify traffic control system issues and flow problems and recommend improvements and adjustments accordingly. I, Chalap Sadam, President of AGA, will be the City's primary contact person during the proposal review process, and will manage, direct and provide all traffic engineering and transportation planning services arising out of a contract with the City. I am also duly authorized to negotiate scope and fee with the City and contractually bind the company. I will be assisted in my role by Mr. Ruben Perales, P.E., T.E., Vice President, who will serve as my alternate should I be unavailable due to illness or vacation. It is more efficient and cost effective to have an experienced traffic engineer who can quickly observe and assess situations on-site to provide the City with quick and accurate advice or to set a course of study or design. Many other firms rely on junior or mid-level staff to attend meetings, speak with constituents, conduct field investigations, and set direction on designs or studies, while senior level staff primarily remain in the office in more of a contract management or oversight role. Such an arrangement can have an initial low cost but typically results in delays, less than optimum design, a lack of innovation, and rework costing significantly more in the long term. We approach municipal traffic engineering by getting our senior experienced staff out of the office to interact with City staff and the public to quickly get to the root of safety, planning, design, or operational issues and concerns. By putting our best and most experienced people front and center, issues and concerns are quickly addressed and good decisions can be made without the need for delay for less experienced staff to research or study the problem or potential solutions. Project and Work Task Management Strong results-oriented leadership is a key element of AGA's project management approach to fully leverage the expertise and experience of our team members. As such, Mr. Sadam will be responsible for the daily management of work tasks and servcies provided to the City and he will direct staff in their duties. Page 5 Engineers.Inc. Docusign Envelope ID:E465318D-63C8-4CEF-A252-88DE99B5AD9C On-Call Traffic Engineering Services ccum He will arrange/chair all formal meetings that are required as a part of work tasks peformed on behalf of the City, and he will make any and all required presentations to the City Council, City staff, other agencies, and the public. Both he and Mr. Hizon will be responsible for adherence to deadlines and project schedules, as well as maintaining quality control of all work products. They will do everything necessary to ensure that project assignments are completed on time, within budget, and in a manner which fulfills the goals and objectives of the City. For each work task or project provided to AGA by the City, Mr. Sadam will conduct a project kick-off meeting where the project objectives, priorities and specific schedule will be finalized and any relevant documents and/or information will be obtained from the City. He will also discuss the specifics of the approach and performance of the work with the purpose of gaining any additional insight from City staff in order to efficiently and appropriately conduct the work requested. In most cases as the work progresses, it will be typical that a written synopsis of the work completed will be provided once a month along with a billing summary. As necessary, he will communicate either by phone, e-mail, or in person key findings and outcomes of the work so City staff is apprised of the progress and can provide input as needed. Once the work is complete, the final work products will be submitted and Mr. Sadam will be prepared to present the work, if need be, to staff and other interested parties. Once the work project submittal is finalized and accepted by the City, the final billing summary will be prepared and the project or work task will be closed out. Balancing Practical Engineering with Creativity and Innovation AGA's approach to providing traffic engineering and transportation services involves far more than simply providing contract labor on an hourly basis. We consider it our function to serve as an extension of City staff and expert advisors, forming an integrated team to creatively provide solutions to traffic engineering and transportation planning problems. While Mr. Sadam will provide the majority of the advice and expertise required, our entire staff will be available and on-call at all times to serve the City. This includes not only scheduled meetings at City Hall or off-site, but also attendance at lunch-time or evening meetings with businesses or the public as required. Staff members will also be available to conduct field investigations, traffic studies and analyses as needed. Unlike most engineering work, which is highly regimented with standards and requirements, traffic engineering is much more focused on human behavior. It is commonplace for politicians and the public to have an emotional investment not only with the outcome of traffic investigations and studies, but also the process by which the work is conducted. Therefore, our experienced senior level staff can clearly articulate to our assistant and associate level staff what needs to be done, actively direct staff in performing the work, and communicate progress regularly to the City and the public as appropriate. In all of our communications, be it written or orally, we strive to communicate clearly to serve both City staff and the public alike. It is this clear communication of our progress, findings/results, and recommendations which eliminate issues and problems that cause inefficient project delays and rework. Another key factor in providing services to the City is to stay attuned to both the overall direction and the specific requirements of City staff and the City Council. Utilizing our team's extensive experience in providing similar services to other cities and our staffs knowledge of our client's standards, technical preferences and practices, we can avoid recommending strategies and solutions which are not viable. Because of our team's attendance and presentations at local professional organization meetings, and at Page 6 Engineers, Inc. We pride ourselves on being aware of state-of-the-art traffic engineering approaches and methodologies and how they could be applied. By combining our local and national knowledge of the latest products and approaches in the traffic engineering industry, we can optimize the service we provide to the City. Our knowledge of and sensitivity to public needs and concerns, combined with our real world (as opposed to textbook) approach to safety issues, will ensure that alternative solutions to specific problems can be achieved, while at the same time compromising neither safety nor public needs and desires. Traffic and Transportation Plan Checking AGA planners and engineers have produced countless traffic impact study reports and design plans of large and small-scale developments for public and private sector clients across Southern California. Having conducted such studies and engineering design plans gives us a unique perspective on the most efficient way to review, analyze and comment on work conducted by others. This vast experience will in turn provide the City with quality reviews where every aspect of the work is considered in a cost-efficient and timely manner. Roles and Responsibilities of Key Personnel Mr. Sadam, our proposed Project Manager, will be available in person to the City Engineer and city staff and he will attend all meetings as requested by the City Engineer. He will also make all presentations to political bodies, agencies, and the public as necessary to inform, advice, and articulate the City's position on traffic and transportation matters. In order to provide the City with the most efficient and effective traffic engineering service, AGA has also identified key senior staff members who will be responsible for each of the "work-types". He will remain the responsible engineer for the day-to-day direction of all work conducted under the contract. Company's Additional Traffic Engineering Services Available to the City In addition to the typical professional traffic engineering services requested by the City, we would like to highlight additional specialty areas that set our company apart from other traffic engineering firms providing on-call services. These specialty areas are outlined below and can be a part of the services provided to the City under the proposed contract. Traffic Signal System Monitoring and Support Services A popular service AGA provides to a number of public agencies is real-time monitoring of a City's traffic signal system and its traffic signal timing performance. For several years, we have monitored and operated traffic signal and camera systems from our Traffic Management Center (TMC) located within our Fullerton office. AGA's contractual responsibilities include daily monitoring of signal operations, updating and fine- tuning signal timing, and responding to construction activities, emergencies, and citizen complaints. Development, implementation and maintenance of coordination timing plans are critical to optimizing the efficiency of the existing infrastructure. Since traffic patterns change when construction or additional development occurs, adjustments to timing plans are often required. Only by frequent monitoring of traffic operations can these timing plans be kept current. In addition to AGA's expert traffic engineering staff, the company also employs several experienced traffic signal technicians who can troubleshoot and repair complex communications and traffic signal timing problems. These technicians are highly skilled and well versed on all types of traffic signal control hardware Page 8 Engineers, Inc. Docusign Envelope ID:E465318D-63C8-4CEF-A252-88DE99B5AD9C 1 Nt On-Call Traffic Engineering Services and systems, video equipment and control systems, communications, networking, and security systems. AGA can tailor a traffic signal monitoring and support services arrangement with the City to assist staff in keeping its traffic signal system functioning at its best and safe from cyber-attack. Quality Assurance/Quality Control An effective quality assurance/quality control (QA/QC) review will minimize or eliminate additional costs to the City related to reengineering or contractor claims during construction and liability after project completion. Delivering a quality product that is right the first time is the primary focus of AGA's comprehensive QA/QC process. It is an integral part of our regular engineering design and study processes and the delivery of every investigation, study, report, or document we produce. This added layer of independent work product review will be conducted at no additional cost to the City. Our QA/QC program requires that all deliverables leaving our office be reviewed prior to submittal to the client. All personnel performing work on this project are responsible to ensure its implementation. We have the philosophy that QA/QC is a continuous process to be utilized on plan preparation from conceptual design to final PS&E, as well as when conducting various other professional engineering tasks. Our technical staff is trained to always review work products prior to finalization. Our experienced QC Manager, will conduct an objective review of the work product. When several disciplines are involved in a project, the QC Manager may also seek review assistance from other individuals specializing in those disciplines to verify that all project concepts are being met and all constructability issues are addressed prior to delivery of the project. Comparable Work for Other Agencies The AGA approach to on-call professional services and projects is to do more than simply provide labor or prepare design plans and traffic signal timing — we actually improve traffic operations and safety in everything we touch. AGA is not a company that simply provides engineering labor to complete client designated tasks; rather, AGA provides a high level of intellectual support to accomplish client objectives. AGA's unique blend of Civil Engineers, Traffic Engineers, and skilled traffic signal system and communications technicians provides a synergy resulting in successful projects where other consulting firms have faltered or failed. Typically, AGA completed projects result in success beyond client expectations. AGA has extensive experience in providing similar services to other cities throughout Southern California.
