Chapman Avenue Orange, CA 92866 Delivered electronically Dear Mr. Hildenbrand: First, congratulations on your appointment as City Manager! As someone who grew up in this town, I hold a deep appreciation for the community and am confident in your leadership to guide the City into a bright future. I recently had the opportunity to speak with Jack Morgan of your office regarding facilitating a one-day workshop with the City Council to update the current Fiscal Year 2025-2030 Citywide Strategic Plan. The current plan has six goals, 68 objectives, of which 31 are short-term (1 year), 25 are mid-term (1-3 years), and 11 are long-term (3-5 years). As I understand it, the purpose of the workshop is to assess progress on existing goals and objectives, and to engage the Council in a discussion about priorities for the upcoming fiscal year. Approach To optimize Councilmembers'time during the workshop, we propose that careful advance planning be done. This will include meeting with you to discuss the workshop and your desired outcomes, conducting interviews with the Mayor and each Council member, attending a Department Head meeting to receive feedback from the team, preparing an agenda and reviewing it with you, and coordinating with your staff regarding workshop logistics. Following the workshop, we will prepare a report that documents the direction provided by the Council. The following describes the plan of work anticipated for the engagement. Activity 1 —Gather Background Information and Conduct Interviews We will start by having a phone conversation with you to discuss the work plan and schedule. We will then conduct individual interviews with each Councilmember remotely. We will ask questions such as: What are the key accomplishments from the Strategic Plan over the past year? What are the key challenges facing the City in the coming year? What are your comments about progress made on the goals and objectives? What strategic objectives would you like to see discussed at the workshop? What other issues would you like to discuss at the workshop? Additionally, if you desire, we will attend a Department Head meeting to discuss the purpose of the workshop and receive input from the team on the progress of the current strategic plan, as well as any impediments to implementing the plan as adopted. 1 Docusign Envelope ID:FE6CE061-ACC4-42BE-BC03-23A27E677486 City of Orange, CA November 5, 2025 The results of our interviews will be summarized for discussion during the workshop. Activity 2—Design and Facilitate Workshop We will prepare a draft agenda and identify materials that will be helpful during workshop discussions. We will review the draft agenda with you and then finalize it, along with other workshop materials. We will also prepare a PowerPoint presentation to aid in the workshop process. Participants will include Councilmembers and the management team. The discussions will likely include items such as: Progress on the existing strategic objectives, A discussion about the financial forecast(if desired), Results of Council, City Manager and Department Head interviews and priorities they identified, Consensus about strategic objectives, and Other issues identified during interviews or the agenda-preparation process. Following the workshop, we will prepare a report summarizing the results and follow-up steps to be taken.
