Orange Public Library Board of Trustees
September 15, 2025
The Orange Public Library Board of Trustees of the City of Orange, California convened on
September 15, 2025 at 3:30 p.m. in a Regular Meeting in the Rotary Room of the Orange
Public Library & History Center, 407 E. Chapman Avenue, Orange, California 92866.
1. OPENING/CALL TO ORDER
Chair Martinez called the meeting to order at 3:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Trustee Cazares led the flag salute.
1.2 ROLL CALL
Present: Huber, Stevens, Cazares, Zimmerman, and Martinez
Absent: None
2. PUBLIC COMMENTS
None.
3. APPROVAL OF MINUTES
3.1 Approval of minutes of the Orange Public Library Board of Trustees Regular
Meeting held on August 18, 2025
A motion was made by Trustee Stevens, seconded by Trustee Cazares, to approve the
minutes as presented.
The motion carried by the following vote:
Ayes: Huber, Stevens, Cazares, Zimmerman, and Martinez
Noes: None
Absent: None
4. FRIENDS OF THE ORANGE PUBLIC LIBRARY REPORT
Susie Huber reported the following on behalf of the Friends of the Orange Public
Library ("Friends"):
The Friends Board of Directors is reviewing their bylaws and standing rules for
succession planning.
The Friends appointed new officers as Volunteer Director and Parliamentarian.
Updates on the bookstore, memberships, and internet sales.

Updates on past and upcoming specialty book sales.
The Friends will donate two silent auction baskets to the Orange Public Library
Foundation's Mystery Author Panel and Luncheon fundraiser.
5. ORANGE PUBLIC LIBRARY FOUNDATION REPORT
Lynn-Marie Frediani reported the following on behalf of the Orange Public Library
Foundation ("Foundation"):
The Foundation Board of Directors is reviewing their bylaws and standing rules for
succession planning.
Updates on staffing.
Updates on Foundation fundraising programs and events, such as paid parking for
the International Street Fair and upcoming Mystery Author Panel and Luncheon.
6. LIBRARY DIRECTOR'S REPORT
6.1 Library Services Director's Report and Updates on Library Services
Leslie Hardy, Community and Library Services Director, provided a report on current
events at the Library, including:
Updates on Library staff and scheduling.
Budget updates.
Updates on building improvements and plans for future projects.
A recap of past Library events and programs and an update on current events and
programs.
The OPL Statistics at a Glance- July 2025 report was received and filed.
7. BOARD REPORTS
7.1 Reports from Chair
Chair Martinez had the following to report:
The Trustees finalized ideas for their contribution to silent auction baskets to the
Foundation's Mystery Author Panel and Luncheon fundraiser.
Chair Martinez invited the superintendent of the Orange Unified School District
OUSD) to a Library Board of Trustees meeting and encouraged OUSD to promote the
Library's Homework Center on their website.
7.2 Reports from Trustees
The Trustees had the following to report:
Trustees will promote the Foundation's Mystery Author Panel and Luncheon
fundraiser to other Orange community groups.

8. ADJOURNMENT
There being no further business, the meeting adjourned at 4:37 p.m.
The next Regular Orange Public Library Board of the Trustees meeting will be held on
Monday, October 20, 2025 at 3:30 p.m. in the Rotary Room of the Orange Public
Library& History Center.
