NOTICE OF PUBLIC HEARING AND 30-DAY REVIEW PERIOD FOR THE
AMENDMENT TO THE FISCAL YEAR 2025-26 ANNUAL ACTION PLAN INCLUDED IN
THE 2025-2029 CONSOLIDATED PLAN FOR COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAMS
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a public hearing,
Tuesday, December 9, 2025 at 6:00 p.m., or as soon thereafter as the matter may be heard, in the
Council Chamber located at 300 E. Chapman Avenue, Orange, California, to review the following:
SUBJECT:The City Council of the City of Orange will hold a public hearing to consider the
implementation of a business façade improvement program to support eligible businesses with
financial assistance to improve their store fronts and further economic development goals in the Fiscal
Year 2025-2026 CDBG Program Year and request funding of $150,000 for the program.
PROPOSAL: The City is proposing to create an activity under the CDBG category for a Business
Assistance Façade Program and fund it with $150,000 consisting of $45,741 from the Fiscal Year
2025-2026 Annual Action Plan’s Community Development Assistance Program (Admin) and
$36,973.89 from Fiscal Year 2023 and $67,285.11 from Fiscal Year 2024 available unspent funds.
30-DAY PUBLIC REVIEW INFORMATION:A copy of the Draft Substantial Amendment to the
Fiscal Year 2025-2026 Annual Action Plan that is included in the 2025-2029 Consolidated Plan will be
available from October 30, 2025 through December 2, 2025 on the City of Orange’s website at
https://www.cityoforange.org/our-city/departments/community-development/housing or at the
following locations for a 30-day public review and comment period:

Public Library (Main Library) - 407 East Chapman Avenue, Orange, CA 92866
