DATE: WEDNESDAY, SEPTEMBER 3, 2025 TIME: 5:30 P.M. (or as soon thereafter as the matter may be heard) SUBJECT: Design Review No. 25-0017, Rosen Detached Garage PROPERTY LOCATION: 150 S. Parker Street | APN: 390-672-17 REQUEST: A proposal to construct a new detached two-car garage at the rear of a single-family property located at 150 S. Parker Street, replacing the original garage due to extensive fire damage. This property is located in the Old Towne Historic District, and it is designated as a contributing property. ENVIRONMENTAL INFORMATION: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15302 (Class 2 – Replacement or Reconstruction) because the project includes the construction of a new detached garage on the same property in which the previous garage was demolished due to a fire. The proposed garage with be of similar size and function as the previous structure. There is no environmental public review required for a Categorical Exemption. PROPERTY OWNER: Alan S.
