Welcome to the Zoning Administrator meeting. Regular meetings of the City of Orange Zoning Administrator are held
as needed.
Agenda Information
The agenda contains a brief general description of each item to be considered. Written materials relating to an item on
the agenda that are provided to the Zoning Administrator after agenda packet distribution and within 72 hours before
consideration of the item will be made available for public inspection in the City Clerk’s Office located at 300 E.
Chapman Avenue, Orange, during normal business hours and at the Zoning Administrator meeting.
Public Hearing Procedures and Public Participation
The staff planner will present the staff report. The Zoning Administrator will open the public hearing, and the applicant
will be allowed to present their request. After the applicant has made their presentation and answered any questions
of the Zoning Administrator, members of the public will be allowed to speak in favor or against the proposal, each bein g
given three (3) minutes. Following that, the applicant will be allowed to respond to public testimony. The public hearing
will then be closed, and the Zoning Administrator will render a decision.
If you are interested in addressing the Zoning Administrator on an agenda item, please complete a speaker’s card
identifying the agenda item you wish to address. The card should be given to staff prior to the start of the meeting.
Public comments are limited to three minutes.

ADA Requirements: In compliance with the Americans with Disabilities Act, if you need accommodations to participate
in this meeting, contact the Community Development office at (714) 744-7220. Notification at least 48 hours in advance
of meeting will enable the City to make arrangements to assure accessibility to this meeting.
APPEAL PROCEDURE
Any final determination by the Zoning Administrator may be appealed, and such an appeal must be filed within 7
business days after the action is taken. This appeal shall be made in written form to the Community Development
Department, accompanied by an initial appeal deposit of $1,000.00.
The Community Development Department, upon filing the said appeal, will set said petition for public hearing before
the City Planning Commission at the earliest possible date.
If you challenge any City of Orange decision in court, you may be limited to raising only those issues you or someone
else raised at the public hearing described on this Agenda, or in a written correspondence delivered to the Zoning
Administrator at, or prior to, the public hearing.

1. OPENING
1.1 CALL TO ORDER

2. PUBLIC HEARING
2.1 A public hearing to consider a request to construct an accessory pool bathroom
located at 2539 N. Crossgate Street and finding of CEQA exemption.
(Conditional Use Permit No. 25-0007).
Recommended Action:
1. Conduct and close the Public Hearing.
2. Approve Conditional Use Permit No. 25-0007 for the construction of a 61-
square-foot detached accessory pool bathroom on a property with an existing
single-family residence subject to recommended conditions of approval.
3. Find the request categorically exempt from the California Environmental
Quality Act (CEQA) in accordance with Section 15303 of the State CEQA
Guidelines.
