NOTICE OF PUBLIC HEARING
CALIFORNIA BUILDING AND FIRE CODES
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a public
hearing,Wednesday, November 12, 2025, at 6:00 p.m.or as soon thereafter as the matter may
be heard, in the Council Chamber located at 300 East Chapman Avenue, Orange, to consider
adoption of the following ordinances:
Ordinance No. 16-25. An ordinance amending Title 15 of the Orange Municipal Code
adopting and amending the 2025 editions of the California Building Standards Codes
(2025 California Building, the 2025 California Residential Code, the 2025 California
Plumbing Code, the 2025 California Green Building Code, and the 2025 California
Electrical Code).
Ordinance No. 17-25. An Ordinance of the City Council of the City of Orange adding
Chapter 15.31 of the Orange Municipal Code to add the City of Orange Wildland-Urban
Interface Code and repealing and replacing Chapter 15.32 of the Orange Municipal Code
to update the City of Orange Fire Code.
The State Codes proposed for adoption by reference with possible local amendments include the
following:
2025 California Administrative Code – Title 24, Part 1
2025 California Building Code – Title 24, Part 2
2025 California Residential Code – Title 24, Part 2.5
2025 California Electrical Code – Title 24, Part 3
2025 California Mechanical Code – Title 24, Part 4
2025 California Plumbing Code – Title 24, Part 5
2025 California Energy Code – Title 24, Part 6
2025 California Wildland Urban Interface Code – Title 24, Part 7
2025 California Historical Building Code – Title 24, Part 8
2025 California Fire Code – Title 24, Part 9
2025 California Existing Building Code – Title 24, Part 10
2025 California Green Building Standards Code – Title 24, Part 11
2025 California Referenced Standards Code – Title 24, Part 12
2024 International Property Maintenance Code
A copy of the primary code and the secondary codes are on file with the City of Orange City Clerk,
300 E. Chapman Avenue, Orange, and are open to public inspection. The full text of the
Ordinances have been posted in the City Clerk’s Office as of October 15, 2025.
