NOTICE OF PUBLIC HEARING
ZONING ORDINANCE AMENDMENT
DESIGN REVIEW ORDINANCE
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public Hearing at a
Regular Meeting of the City Council on Tuesday, October 28, 2025, at 6:00 p.m., or as soon thereafter as
the matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue, Orange to consider the
following request:
SUBJECT:An ordinance amending Title 12, Title 16, and Title 17 (Zoning Ordinance) of the Orange
Municipal Code to modify the duties of the Design Review Committee in order to streamline the design
review process for new development and alterations to existing buildings.
PROPERTY LOCATION:Citywide
ENVIRONMENTAL INFORMATION:The proposed project is not subject to the provisions of the
California Environmental Quality Act (CEQA) pursuant to (1) Section 15061(b)(3) of the state CEQA
Guidelines (Common Sense Exemption) because it can be seen with certainty that there is no possibility that
it would have a significant effect on the environment; and (2) Section 15378 because it will not have a direct
or reasonably foreseeable indirect physical change on the environment and is not a "project." For this
reason, no further CEQA documentation is required.
