Orange Public Library Board of Trustees
August 18, 2025
The Orange Public Library Board of Trustees of the City of Orange, California convened on
August 18, 2025 at 3:30 p.m. in a Regular Meeting in the Rotary Room of the Orange Public
Library & History Center, 407 E. Chapman Avenue, Orange, California 92866.
1. OPENING/CALL TO ORDER
Vice Chair Huber called the meeting to order at 3:31 p.m.
1.1. PLEDGE OF ALLEGIANCE
Vice Chair Huber led the flag salute.
1.2. ROLL CALL
Present: Huber, Stevens, Cazares, and Zimmerman
Absent: Martinez
2. PUBLIC COMMENTS
None.
3. APPROVAL OF MINUTES
3.1. Approval of minutes of the Orange Public Library Board of Trustees Adjourned
Regular Meeting held on July 21, 2025
A motion was made by Trustee Stevens, seconded by Trustee Cazares, to approve the
minutes as presented.
The motion carried by the following vote:
Ayes: Huber, Stevens, Cazares, and Zimmerman
Noes: None
Absent: Martinez
4. FRIENDS OF THE ORANGE PUBLIC LIBRARY REPORT
Susie Huber reported the following on behalf of the Friends of the Orange Public
Library ("Friends"):
Updates on the bookstore and internet sales.
Updates on past and upcoming specialty book sales.

5. ORANGE PUBLIC LIBRARY FOUNDATION REPORT
Lynn-Marie Frediani reported the following on behalf of the Orange Public Library
Foundation ("Foundation"):
Updates on the Seed Lending Libraries available at each Library location.
Updates on Foundation fundraising programs and events, such as the Summer
Soiree, a Mystery Author Panel and Luncheon, and paid parking for the International
Street Fair.
Updates on Little Free Libraries located around the City.
Updates on Foundation led Library programs.
6. LIBRARY DIRECTOR'S REPORT
6.1. Library Services Director's Report and Updates on Library Services
Leslie Hardy, Director of Community and Library Services, provided a report on current
events at the Library, including:
Updates on Library staff and scheduling.
Budget updates.
Updates on building improvements and plans for future projects.
The OPL Statistics at a Glance - June 2025 report was received and filed.
7. BOARD REPORTS
7.1. Reports from Chair
None.
7.2. Reports from Trustees
The Trustees had the following to report:
The Woman's Club of Orange is interested in fundraising to contribute to the repairs
for the fountain outside of the Orange Public Library & History Center.
8. NEW BUSINESS
8.1. Adoption of Proposed Computer and Internet Use Policy
A motion was made by Trustee Stevens, seconded by Trustee Zimmerman, to adopt
the policy as presented.
The motion carried by the following vote:
Ayes: Huber, Stevens, Cazares, and Zimmerman
Noes: None
Absent: Martinez

9. ANNUAL MEETING BOARD BUSINESS
9.1. Fiscal Year 2025-26 Meeting Schedule
A motion was made by Trustee Cazares, seconded by Trustee Stevens, to approve the
proposed meeting schedule with the condition of canceling the Regular Meeting
scheduled for December 15, 2025.
The motion carried by the following vote:
Ayes: Huber, Stevens, Cazares, and Zimmerman
Noes: None
Absent: Martinez
9.2. Selection of Library Board of Trustees Officers
A motion was made by Trustee Stevens, seconded by Trustee Cazares, to elect
Rebecca Martinez as Chair of the Library Board of Trustees for a one-year term
effective September 15, 2025.
The motion carried by the following vote:
Ayes: Huber, Stevens, Cazares, and Zimmerman
Noes: None
Absent: Martinez
A motion was made by Trustee Stevens, seconded by Trustee Zimmerman, to elect
Susie Huber as Vice Chair of the Library Board of Trustees for a one-year term
effective September 15, 2025.
The motion carried by the following vote:
Ayes: Huber, Stevens, Cazares, and Zimmerman
Noes: None
Absent: Martinez
10. ADJOURNMENT
There being no further business, the meeting adjourned at 4:24 p.m.
The next Regular Orange Public Library Board of the Trustees meeting will be held on
Monday, September 15, 2025 at 3:30 p.m. in the Rotary Room of the Orange Public
Library & History Center.
