The City Council of the City of Orange, California convened on Saturday, July 19, 2025, at
8:30 a.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
8:30 AM CLOSED SESSION
1. CALL TO ORDER
Mayor Slater called the meeting to order at 8:31 a.m.
1.1 ROLL CALL
Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater
Absent: None
Councilmember Barrios joined the meeting at 8:35 a.m. and Councilmember Gutierrez
joined the meeting at 8:43 a.m.
2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
None
3. RECESS TO CLOSED SESSION
The City Council recessed to Closed Session at 8:32 a.m. with all Members present,
except Councilmember Barrios who joined Closed Session at 8:35 a.m. and
Councilmember Gutierrez who joined Closed Session at 8:43 a.m., to discuss the
following:
a.PUBLIC EMPLOYMENT

5. ADJOURNMENT
There being no further business, the meeting was adjourned at 12:40 p.m.
The next Regular City Council meeting will be held on Tuesday, July 22, 2025, at 6:00
p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if
necessary.
