City of Orange
Investment Advisory Committee
July 23, 2025
The Investment Advisory Committee of the City of Orange, California convened on
Wednesday, July 23, 2025, at 5:30 p.m. in the Weimer Room, 300 E. Chapman Avenue,
Orange, CAlifornia.
1. OPENING/CALL TO ORDER
City Treasurer Smith called the meeting to order at 5:32 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by City Treasurer Smith
1.2 ROLL CALL
Present: Richard Madrigal, Mark Mittmann, Jordan Prell, and Adam Carr
Absent: Paul Mittmann
2. PUBLIC COMMENTS
None.
3. COMMITTEE BUSINESS
3.1. Selection of Investment Advisory Committee Officers.
A motion was made by Committee Member Prell, seconded by Committee Member
Madrigal, to nominate Committee Member Mark Mittmann to serve as Chair and
Committee Member Madrigal to serve as Vice Chair for a term ending January 28,
2026. The motion carried by the following vote:
Ayes: Richard Madrigal, Mark Mittmann, Jordan Prell, and Adam Carr
Noes: None
Absent: Paul Mittmann
3.2. Review of the Proposed Financial Management Policies.
Finance Director Nguyen presented the staff report. Committee Members provided
their input.
The proposed Financial Management Policy changes will be presented to Council at
the August 12, 2025 meeting for adoption.

4. INVESTMENT ITEMS
4.1. Annual Review and Approval of the Statement of Investment Policy for Fiscal
Year 2025-26.
City Treasurer Smith provided the staff report. Committee Members provided their
input.
The proposed Financial Management Policy changes will be presented to Council at
the August 12, 2025 meeting for adoption.
4.2. Investment Portfolio Update for January, February and March, 2025.
City Treasurer Smith provided the staff report.
Received and file.
4.3. Investment Portfolio Update for April, May and June of 2025.
City Treasurer Smith provided the staff report.
Received and file.
5. CITY TREASURER ORAL REPORT
City Treasurer Smith reported he would present the last quarter update to Council at
the August 12, 2025 meeting.
6. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:37 p.m.
The next Regular Investment Advisory meeting will be held on Wednesday, October
22, 2025, at 5:30 p.m., in the Weimer Room.
