The City Council of the City of Orange, California convened on Tuesday, June 24, 2025, at
4:30 p.m. in a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
4:30 PM CLOSED SESSION
1. CALL TO ORDER
Mayor Slater called the meeting to order at 4:32 p.m.
1.1 ROLL CALL
Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater
Absent: None
Coincilmembers Barrios and Dumitru joined the Closed Session at 4:40 p.m.
2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
Kerensa Schupmann encouraged an engaged resolution to negotiations with City
bargaining groups.
Charles Barfield highlighted the differences in the City bargaining groups and offered
support for negotiations.
3. RECESS TO CLOSED SESSION
The City Council recessed to Closed Session at 4:38 p.m. with all Members present
except Councilmembers Barrios and Dumitru who joined the Closed Session at 4:40
p.m. to discuss the following:

Employees' Association, and International Brotherhood of Electrical Workers (IBEW)
Local 47 (Maintenance and Crafts and Water Division)
4. CLOSED SESSION REPORT
None
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 5:53 p.m.
