February 13, 2025
The Community Development Block Grant (CDBG) Program Committee of the City of Orange,
California convened on February 13, 2025, at 6:00 p.m. in the Weimer Room, 300 E.
Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Benson called the meeting to order at 6:04 p.m.
1.1 PLEDGE OF ALLEGIANCE
Chair Benson led the flag salute.
1.2 ROLL CALL
Present: St. Clair, Le, Muselli, Vaughn, Buttress, and Benson
Absent: Mikail
2. PUBLIC COMMENTS
None.
3. COMMITTEE BUSINESS
3.1. Selection of CDBG Program Committee Officers.
A motion was made by Committee Member Buttress, seconded by Committee Member
Le, to nominate Chair Benson to serve as Chair for the 2025-26 Program year effective
February 14, 2025. The motion carried by the folowing vote:
Ayes: St. Clair, Le, Muselli, Vaughn, Buttress, and Benson
Noes: None
Absent: Mikail
A motion was made by Committee Member Muselli, seconded by Committee Member
Le, to nominate Vice Chair St. Clair to serve as Vice Chair for the 2025-26 Program
year effective February 14, 2025. The motion carried by the following vote:
Ayes: St. Clair, Le, Muselli, Vaughn, Buttress, and Benson
Noes: None
Absent: Mikail
3.2. Presentation of Fiscal Year 2025-2026 CDBG Funding Applications.
The following organizations gave presentations regarding their proposal of funds for
2025-2026:
Friendly Center, represented by Jessica Ruelas.

Fair Housing Foundation, represented by Martha Torres.
Casa Teresa, represented by Nichole Fontanoza.
Orange Police Department (Bike Patrol Program), represented by Michael Sellers.
Families Forward, represented by Lauren Hahn.
Assistance League, represented by Patty Waasted.
Fentanyl Solution, represented by Shane Wood.
The Hub OC, represented by Cameron Pate.
Public Works Department (Street Rehabilitation and ADA Wheelchair Access Ramps),
represented by Associate Civil Engineer, Martin Varona.
The presentations were received and filed by the Committee.
4. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:19 p.m.
The next Regular CDBG meeting will be held on March 13, 2025 at 6:00 p.m., in the
Council Chamber, 300 E. Chapman Avenue, Orange California 92866.
